This is a tribute to all the Board Members who have served during the last five years.

We will begin with Fiscal Year 2002.  At that time the Board of Directors consisted of: Gilbert Hayden, Richard Maynard, Elaine Hollingsworth, Joel Riley and Denise Roach.  For those of you who remember, back in the summer of 2002 Heritage Park looked quite different than it does today.  (Click here for old photos of Heritage Park).  The pool and all other amenities were unusable, except for the Pavilion which was also in need of repair.  A group of volunteers got together and cleaned up the Pavilion and the Board formed a planning committee who took on the initial task of designing a concept plan for the complete restoration of Heritage Park.
 

The Board also initiated a major road work project that year.  Due to years of almost no maintenance done to our roads, by 2002 most of the roads in Heritage Ranch looked something like this. 
 

All of Gateway Drive and Heritage Road received a major overlay in the fall of 2002.  A 30-year Reserve Study was prepared by a professional, and a 10-year restoration plan for the entire Ranch was adopted for our roads. 
 

The newly formed planning committee submitted their concept plan for restoring Heritage Park to the Board of Directors, which was then adopted.  Attention was focused on Phase I which included a new pool and restroom facilities.  The Board agreed to initiate a ballot to the membership for Phase I which was overwhelmingly approved by the membership in February of 2003 (71% of the ballots cast voted in favor of this project).
 

The Board of Directors also agreed to install playground equipment at Equestrian Park which had been dedicated by the Activities Committee in 2001.  The Board also approved to form an Equestrian Committee.  A contract was awarded to repair the tennis courts at Equestrian Park which now look like this. 
 

The HROA website was also initiated and a volunteer web committee was formed.  Major repairs also took place at the Rec Barn due to termite damage.
 

In Fiscal Year 2003 the same Board was in place.  During this year major repairs were approved for the Equestrian Park pool and the planning committee took on the task of designing a concept plan for the playground area at Gateway Park.  The new pool at Heritage Park was completed in October of 2003 and a grand opening took place.  The now termite-free Rec Barn received a major exterior face lift with new siding this same year.
 

The planning committee also was instrumental in initiating the memorial gardens behind the then dilapidated tennis court/basketball court at Heritage Park which included a brick walkway inlaid with dedication bricks.  A volunteer trail committee also was formed as a sub-group of the planning committee.  Many trails around Heritage Ranch were developed and named, and put into a booklet form and a fitness trail around Gateway Park was installed.  (Click here for Trail Guide)  The security force was completely revamped during this Fiscal Year.
 

In Fiscal Year 2004 the Board of Directors included: Gilbert Hayden, Elaine Hollingsworth, Joel Riley, Denise Roach and newly seated John Allen.  During this year the Equestrian Committee helped see through the Phase I expansion project for the Equestrian Center which included 18 new stalls.  Many roads throughout Heritage Ranch also received a new overlay.  The Rec Barn received new energy efficient windows, a dog park at Heritage Park was initiated, a new gatehouse conditional use permit was initiated and the tennis court and basketball court at Heritage Park received approval for a major restoration.
 

In 2005 the Board of Directors included: Gilbert Hayden, John Allen, Joel Riley, Denise Roach and newly seated Bill Barker.  During this Fiscal Year the Board approved to install new panic doors at the Rec Barn, agreed to additional improvements for the Gateway Park playground project which was then underway, approved to install new solar panels for the new pool at Heritage Park,and agreed to install energy efficient windows at the HROA Office. 
 

In 2005 the contract for the new gatehouse was awarded and the restoration completed.  The planning committee made general recommendations for upgrading of the two entrance signs along Gateway Drive.
 

In Fiscal Year 2006 the Board of Directors included: John Allen Bill Barker, Denise Roach and newly seated Bob Bernier and Jeff Smith.  During this Fiscal Year barrier arms were approved to be installed at the gatehouse and a new ID card system for membership cards was approved.  The Board of Directors approved an additional cement patio at the Heritage Park pool area and a pergola was also installed.  The Board also approved the replacement of the inoperable gates at Tract 1910 and approved for grass to be installed in a section of Heritage Park.  The two entrance signs along Gateway Drive were completely revamped and many roads throughout Heritage Ranch also received a new overlay.
 

A D.O.G. committee was formed, master plans for Gateway Park, Heritage Park and the Marina areas were adopted, and the ballot that is before the membership today was a result of the 2006 Board's efforts during this Fiscal Year.

Looking into the new Fiscal Year, projects in the works include: the restoration of the ballfield at Gateway Park and a contract to slurry seal the main roads which will happen in September.  Future projects in the planning stages include: a major upgrade to the marina parking lot area, and the construction of the second gatehouse on Heritage Loop Road (which is the responsibility of the developer, Tract 1990 LLC) and which should be completed sometime during this next Fiscal Year.
 

In conclusion, I would like to thank everyone who has served on the Board during the last five years for their hard work and on occasion, as Director Bill Barker says "respectfully disagreeing".  I would also especially like to thank Denise Roach for playing a significant role in making all of the major improvements mentioned today possible, as, if you didn't notice in my narrative, she is the sole director who has served during the entire five-year period.
