Any member who would like to join and/or just sit in during one of our monthly meetings is welcomed to do so

 

The Architectural and Environmental Control (AEC) Committee shall consist of a Chairperson and a Vice-Chairperson.  The Chairperson and Vice-Chairperson must be members of the HROA Board of Directors.  All Committee Members must be in "good standing" and should attend three meetings prior to being approved by the HROA Board of Directors.  Committee Members must sign the HROA Conflict of Interest and Confidentiality Policy in order to serve on the committee.  Visitors and volunteers do not participate in the committee's discussions after the meeting has been called to order.  Visitors and volunteers do not vote on committee motions.  The mission of the AEC Committee is to review and approve/disapprove all plans and specifications for any structure or improvement on any privately-owned lot or lots in Heritage Ranch and review new improvements projects done on HROA common area lots and make their recommendations to the Board of Directors.  This review will be in accordance with the CC&Rs that govern the tract that the plans and specifications were submitted for.

 

AEC Committee Responsibilities include:
1) An agenda will be prepared and minutes shall be kept for all AEC Committee meetings.  Robert's Rules of Order will govern the conduct of the meetings.  A copy of all minutes shall be given to all Directors and the General Manager.

2) The AEC Committee will meet at 2 p.m. on the first and third Thursdays of the month.  The Chairperson shall notify committee members of any changes to this schedule at least one (1) week in advance.  The committee has the authority to change or set the time and date of its meetings when required to meet the needs of its members.

3) AEC Committee Members will make themselves available to approve projects that the committee gave conditional approval to at the meeting pending submission of additional data.  This is done as a courtesy for property owners to obtain approval of their projects.

MAJOR ISSUES OF IMPORTANCE         

 

Driveways

 

Requests for your driveway installation must show specifications.  Rebar is required from the property line to the paved portion of the street.  Rebar must be 3/8" and placed on 12" X 12" centers.  Concrete from the property line to the paved portion of the street must be a minimum depth of 6".  Concrete may not be used in place of asphalt on the paved portion of the street to repair.  Any asphalt removed, must be replaced with asphalt.  Driveway Inspectors done by HROA include: 1) Rebar; 2) Depth of Concrete and 3) Finished Job.

 

 

Fences

 

Prior to installing any perimeter fence around your home (new or replacement), it is the responsibility of the property owner to establish their property lines.  These must be identified for the HROA Inspector.

 

 

Over-the-Counter Approvals at the Association Office

 

 

An over-the-counter approval can be obtained at the Association Office for any of the following: 1) Re-Paint (if paint color samples are on file), 2) Re-Roofing (if roof material samples are on file) or 3) Tree Removal.

 

 

Emergency AEC Approval

 

An approval can be obtained in advance of an AEC Meeting if the property owner has a problem that cannot wait.  In these instances, the AEC Planner or AEC Committee Chairperson can call in three (3) Committee Members to attend an Emergency Meeting to accommodate the property owner's needs.
