One (1) complaint regarding parking of a vehicle in the roadway, assumed to be available for guest parking only.

Action: GM wrote a letter to the complaining party identifying the appropriate rules which allow for said parking.  GM advised the complaining party they could solicit the Board to modify the existing rules.  The Board was copied in this issue.  

 

One (1) complaint related to a Security Officer not being proactive in resolving a barking dog complaint, and that same Security Officer’s comments being inappropriate toward the complaining party.

Action: Security Manager conducting investigation as a personnel complaint.

 

One (1) complaint regarding a neighboring lot being unkempt and being a possible fire hazard.  

Action: Turned over to Code Enforcement who issued a report on the matter, which also resulted in a warning being issued to the neighboring lot owner. 

 

One (1) complaint regarding pool procedures, related to being turned away when the Equestrian Pool was at capacity.  The complaining party did not agree with the procedures used, which resulted in denying him and his guest use.

Action: Complaining party notified that this issue would be placed before the Board.

 

One (1) complaint regarding a neighbor dumping branches and other vegetation into the common area behind their home.  Complaining party concerned over it being a possible fire hazard. 

Action: Investigating Officer issued a report on the matter, which also resulted in a warning being issued to the neighboring lot owner.

Summary of action taken at Board Meeting(s) for August 2009

 

In August 2009, the Board of Directors held their regularly scheduled monthly Board Meeting on August 9th.  The following appeals / security related issues were discussed or acted on (by agenda item):

 

 SEQ CHAPTER \h \r 13.  Property Owner Appeal – Glickman, Citation #9392, $500.00 DUI (5:45 p.m.)  Action:  Reduced in ½

Summary of Security-Related Activities

 

HROA Security continues to assist law enforcement with fifty-two (52) law enforcement related incidents in August 2009, including: twenty-nine disturbing the peace, one vehicle false alarm, three check the welfare, along with nineteen crimes which were investigated.  Security additionally handled forty-six dog related incidents.  

 

The investigated crime incidents included: six vandalisms, two thefts, one mail tampering, one burglary from a vehicle, two other burglaries, two traffic accidents, one domestic dispute and four illegal dumping incidents.     

 

In three of the six vandalisms investigated, HROA was the victim.  Poles at the Main Marina were damaged and signs were destroyed.  One of those turned out to be a traffic accident where the driver did contact HROA and pay for the damages.  Tire prints and paint transfers were identified at the areas where the poles were damaged and are under investigation.

 

One of the vandalisms occurred in Tract 424 on Chaparral Lane.  A garage door was dented and tiles broken from what appears to be a bicycle.  In Tract 721 on Ibis Lane a window was damaged by a possible pellet gun.  Also in Tract 721 on Wood Duck Lane a bird feeder was damaged which had been hanging in the front yard. 

 

Two thefts occurred on Water View Drive with two oak pit BBQ’s stolen.  It was also discovered that mail had been removed from a mailbox. HROA Security Officer Garner located mail along the roadway; some of which had been opened.  Officer Garner notified the victims by written notice in regard to the mail tampering.  These types of thefts can cause identity theft issues.   It is recommended that residents purchase and install a locking type mail box to avoid these situations.

 

A vehicle was broken into on Buggywhip Lane; cash was stolen from the interior.  A house was entered on Bluebird Lane.  This is still under investigation and for that reason the list of items stolen is not being released.  Another resident on Brook Lane reported their home may possibly have been entered after it was discovered that pry marks were located on a sliding glass window along with a screwdriver believed to have been used to attempt the entry.  To date no property has been reported stolen.        

 

There were two solo vehicle traffic accidents, each of which occurred on Heritage Loop Road.  One appeared to be caused related to a quarrel between two individuals; the total damage not including the vehicle was estimated at $1,750.00.  The driver was cited for multiple violations. The second traffic accident on Heritage Loop Road, had minimal damage with the driver cited for multiple violations, including being an unlicensed driver.

 

One domestic dispute was investigated.  Both parties, with the assistance of HROA Security and a third party, were able to resolve this issue.  Law enforcement was not contacted on this matter. 

 

Four illegal dumping incidents were documented and investigated.  Two of these occurred in Tract 1990.  One occurred at the Tract 447 Dumpster and a fourth occurred in one of the overflow parking lots.  HROA Maintenance had to clean up the debris left at all four sites.  The individuals responsible have not yet been identified.

Always be a responsible neighbor and report suspicious behavior, and be an active participant in your neighborhood watch program.

Tip of the Month – Be aware of “SCAMS”

 

A HROA Member recently reported they were recently almost a victim of a scam. 

 

An individual from Canada phoned the Member and the following transpired:  “Grandma this is your grandson, I have been arrested in Canada and need $2,500.00 for bail money.”  Another person then spoke, identified himself as a police officer stating, “Your grandson needs $2,500.00 for bail money.  Your grandson will go to court.  My call back number for the money wire is 403-400-4521”. 

 

The HROA Member then went to the bank to withdraw the $2,500.00, but luckily on their way they made a phone call to the cell phone number belonging to their grandson and found out the entire incident was a scam.  The grandson was found safe and sound in Atascadero.    

 

This is not the first time this scam has been tried in San Luis Obispo County.  Always contact local law enforcement and HROA Security if something like this occurs to you.  Verify all the information you can before ever sending money to anyone for bail, lottery winnings or any other incident that requires you to pay up front before receiving your “winnings”. 

 

Most likely law enforcement will not be able to investigate these types of scams but you need not fall victim.  You will feel better that you foiled their plan and may help one of your neighbors before they fall victim by passing your experience onto them.
