One (1) complaint received against three (3) neighbors, each having “messy” lots.
Action: Code Enforcement inspected properties and issued warnings for all three (3) properties to do general cleanup.
One (1) complaint related to the steep hill going down to the 80-Boat Slips during low water elevation.
Action: GM Richey contacted Member and advised them that the Board of Directors recently voted down a walkway attachment. No further action to be taken at this time.
One (1) complaint regarding the light at the Gateway Park parking lot being too bright, which was interrupting their star gazing.
Action: Turned over to Maintenance to black out globe.
One (1) complaint regarding certain Board of Director Meetings being held on the same evenings as the Texas hold’em event at the Senior Center
Action: GM Richey contacted Member explaining that Quarterly meetings are specified in the Bylaws and as such, sometimes fall on the third Friday of the month; and that occasionally other meetings are changed to accommodate schedules.
One (1) complaint regarding a purported battery incident involving two juveniles.
Action: Investigating Officer interviewed both parties. The Sheriff’s Department was notified who took a report. (Medical attention was obtained for one of the juveniles.)
A follow-up complaint was submitted related to the above incident, after a nail was found in the side of a tire belonging to the complaining party.
One (1) complaint regarding the HROA website (www.hroa.us).
Action: GM Richey contacted owner and informed them they were not on the correct website. Note: If you do not see a blue bar on the left of your screen, you need to make sure to type the website in as provided above.
One (1) complaint regarding a neighbor abusing his two dogs.
Action: Turned over to Security to investigate with Animal Regulations to be called if evidence found to support complaint. Member also notified to contact Animal Regulations directly.
One (1) complaint against an individual purportedly living in a motorhome parked in a carport.
Action: Investigating Officer attempted to contact owner who did not respond. A warning was left at the residence.
One (1) complaint against a Security Officer “harassing” them in relation to asking that Member to move their vehicle at the “Point”.
Action: Turned over to Security Manager to investigate.
A follow-up complaint was submitted related to the same Security Officer “harassing” their son at a different location on the Ranch, in relation to asking that Member’s son to put their dog on a leash, and for receiving a citation for the Member’s son darting in and out of traffic on his bicycle at the Bus Stop / School Zone area, in an unsafe manner.
Action: Turned over to Security Manager to investigate.

In February 2009, the Board of Directors held their regularly scheduled monthly Board Meeting on February 20th. The following appeals / security related issues were discussed or acted on (by agenda item):

Summary of Security-Related Activities
HROA Security continues to assist law enforcement with thirteen (13) law enforcement related incidents investigated in February 2009. These incidents included: three (3) vandalisms, one (1) theft, two (2) burglaries, two (2) hit-and-run traffic accidents, one (1) driving under the influence (DUI) arrest related to one (1) of the hit-and-run accidents, arson, theft of firewood and illegal dumping.
Several of the vacant lots in Tract 1990 were vandalized, which required the damaged areas to be re-graded and re-seeded. The damage was caused by one or more vehicles driving off-road. One of the vandalisms committed was classified as a felony due to the amount of damage. HROA Security identified a possible suspect and vehicle, and turned the information over to the Sheriff’s Department along with photographs of the vehicle which were taken shortly after the vandalism was reported.
Two (2) burglaries were reported in Tract 477 on Happy Hunting Circle. The burglaries were reported on February 15, 2009 as the victims are away owners. HROA Security had noted in their log that they observed an individual who is known to them for committing prior acts of burglary driving in Tract 477 on February 9, 2009. That information was passed on to the Sheriff’s Department for follow up.
The Sheriff’s Department arrested six (6) individuals responsible for burglaries that occurred in Tract 1910. One of those individuals was a resident of Tract 1910. At this time the Sheriff’s Department has property in their custody that has not yet been claimed or identified. A detailed list of the property recovered has been disturbed through the HROA HOTLINE; if you know anyone who has been a victim of a crime where property was taken (i.e. burglary) share the list with hopes of identifying additional victims and returning their stolen property. This is a good example of how good neighborhood watch works. In this case, Members worked with both HROA Security and Law Enforcement. Everyone that assisted in this incident should be congratulated as they are the reason these suspects were taken into custody.
Two (2) hit-and-run traffic accidents occurred in February. In the first incident, two (2) vehicles collided on Heritage Road near the stop sign located near Heritage Park. The driver of the first vehicle crossed the yellow line and collided with the second vehicle which was stopped. The driver of the first vehicle then failed to pull over and fled the scene. HROA Security was contacted and with the assistance of the victim, the hit-and-run driver’s vehicle was located on Longview Lane. The CHP was notified and upon their arrival the driver was taken into custody for DUI and hit-and-run. The second hit-and-run traffic accident occurred at the same location but this time involved a sole vehicle colliding with a road sign. They then fled the scene. A side view mirror was located at the scene of the accident by HROA Security and was later identified as belonging to an F150 Ford Pick-up Truck (approximate year 1997-2003). The vehicle has not been located to date.
Arson occurred on February 27, 2009 at approximately 11:30 p.m. at the Living Waters Church Parking Lot. The target of the arson was the Church Bus which spread to adjacent vehicles. HROA Security Officer Garner was on scene and an arsonist suspect was identified with the assistance of Officer Wright and Sergeant Barrera. The CDF was notified and arrived at the scene. Officer Garner relayed the suspect information to the Arson Investigator, Andie Anderson, and within approximately 24 hours, Dereck Bruenecke, a member of Heritage Ranch was taken into custody for arson and related offenses. Officer Garner, Wright and Sergeant Barrera were each commended for their investigative skills. Pastor Steve of the Living Waters Church, also wrote: “I want to thank our firefighters, fire investigator and Security Personnel for being there so quickly with their dedication, professionalism and expertise.”
A theft of $5,000.00 worth of firewood occurred in Tract 1990 around February 23, 2009. Greg Blackburn, Tract 1990 LLC’s construction foreman reported a vehicle had been seen in the area of the stolen firewood a couple of days prior. The driver of that vehicle inquired about the wood and was informed it was not for the taking. All information was passed on to the Sheriff’s Department as the value of the wood qualifies as a felony crime.
An illegal dumping occurred at the Tract 447 dumpster. At this time no suspects have been identified. If you are not aware, the dumpsters in Tract 447 are for the exclusive use of Tract 447 owners only. They pay per month for that service.
Two (2) prowler calls were handled in February. Through follow up investigation, it was determined no prowler was present and no laws were broken.

Tip of the Month – Off-Road Riding
As all Members should be aware, off-road riding of vehicles on the open space areas of Heritage Ranch (including the lake bottom) is a violation of the HROA Rules and Regulations and subject to a $100.00 fine. If damage occurs, there is assessed an additional $100.00 fine plus the cost of repairs. With the ground wet from rain, any off-road riding at this time usually results in damages. Please also remember that damage of over $400.00 is deemed a felony. There have been individuals reported in both Tracts 1910 and 1990, who seem to be flagrantly violating this rule. If they are seen by HROA Security, they will be fined. Because of the recent extensive damage done in Tract 1990 to some of the vacant lots, which caused those areas to be re-graded and re-seeded, the owner of those properties, Tract 1990 LLC, has requested HROA Security to cite or arrest all violators. Please do not be a violator.
