One (1) complaint regarding a neighbor’s vehicle blocking the complainer’s driveway on a regular basis.

Action: Turned over to HROA Security to resolve

 

One (1) complaint from a witness claiming to see the sheepherder’s dog injuring a Member’s cat that was in the common area.  The cat eventually died at the veterinarian.  

Action:  Investigating Officer interviewed all parties.   A damage claim was made by the owner of the cat to both the sheepherder’s and HROA insurance carriers, which were both denied. 

 

One (1) complaint regarding vehicles parked at the picnic area of the Point in an illegal manner. 

Action: Investigating Officer found no infractions noting that signs were posted in the area and being respected.  This was reported to the complaining party.

 

One (1) complaint against a neighbor having four (4) dogs and running a dog-related business out of their home.

Action: Investigating Officer could not make contact with the neighbor, and did not observe any dogs on the property, or any signs of a business being run on the property.

 

One (1) complaint regarding numerous appliances being illegally dumped at the Tract 447 dumpster.

Action:  Maintenance Manager stated he chose to purposely leave appliances at the site to require any additional appliances to be left outside of the caged area – hoping individual(s) may be observed.   Note: Agreement made with a neighboring property owner to provide electrical power to the area to allow HROA to install monitoring cameras.

 

One (1) complaint regarding a neighbor running a metal fabrication business out of their home, causing excessive noise, sparks and smoke.

Action: Investigating Officer interviewed all parties and is monitoring the situation.

 

Three (3) separate complaints regarding the HROA Office not being open on weekends (related to decal expiration and new ID cards).

Action: GM spoke with each of the individuals complaining, who then were able to make arrangements to come to the HROA Office to resolve the matter.

One (1) complaint regarding two separates neighbors properties having a huge collection of refuse, old furniture, weeds and clutter.

Action: Investigating Officer wrote warnings to each to clean up their properties.

 

One (1) complaint regarding a neighbor having overgrown dead grass in their backyard, a rotted fence which was falling down and a rotted wood deck.

Action: Investigating Officer wrote a warning to clean up the property.

 

One (1) complaint regarding a golf cart spinning its tires causing gravel to break the complainer’s windshield.  Description of suspect given.

Action: Investigating Officer has not been able to locate the suspect.

 

One (1) complaint regarding a neighbor’s children trespassing onto his property, causing damage; and riding scooters and skateboards in a reckless manner on the roadways.

Action: Investigating Officer interviewed all parties with compliance agreed to.  Note: Investigating Officer verbally warned neighbor that a citation would be issued if activity continued.

 

One (1) complaint regarding the sheepherder’s dog aggressively coming toward a Member, at which time the dog was called off by the sheepherder.

Action: GM set up a meeting with the complaining Member and J.B. Jaureguey, the owner of the sheep who is under contract with HROA for the same.  J.B. Jaureguey assured HROA that the dog was only attempting to protect the sheep and had no history of attacking any individual.  Member chose to not attend the meeting.

 

One (1) complaint regarding being burglarized.

Summary of action taken at Board Meeting(s) for May 2009

 

In May 2009, the Board of Directors held their regularly scheduled monthly Board Meeting on May 15th.  The following appeals / security related issues were discussed or acted on (by agenda item):

 

2.  Property Owner Dispute – Conley (Tenant), Citation #8968, $500.00 DUI (5:00 p.m.) Conley claims to have not received citation in the mail to go before the Violation Hearing Officer. Action: Upheld, with monthly payments until paid in full accepted

 

3.  Property Owner Appeal – Flaherty, Citation #8897, $100.00 Unsafe Driving (5:15 p.m.)  Action: Upheld

 

4.  Property Owner Dispute – Van Pelt, Lot 168 / Tract 475, Common Area Encroachment (5:15 p.m.) Action:  All items to be removed from the common area and restored

 

5.  Property Owner Dispute – Phillips, Warning #1738 and #1604 (and prior) (5:45 p.m.) Action:  Board confirmed the property owner needed to comply with the CC&Rs, and that there was no evidence of the property owner being targeted.

 

6.  Property Owner Appeal – Borene, Citation #9034, 9015 and 9036, $75.00 Parking of RV (use letter)  Action: Upheld one, and reduced two to warnings

 

16.  Property Owner Appeal of AEC Committee – Addison, Lot 121/Tract 721, Re: Portable Garage (handled in Open Session)  Action: Tabled until June 2009 Board Meeting

 

Also discussed was the proposed rule(s) for Accessory Buildings / Outbuildings, and modifications to the existing rule for 4.01.03 Fences, Walls, Patios, Pools and Decks – Special Provisions.  These items were both tabled for action at the June 2009 Board Meeting.  The Board also approved changes to the existing “New Home Construction” contract.  The Board also established additional criteria for fencing in Tract 1990 to submit to SLO County for review and determination.

Summary of Security-Related Activities

 

HROA Security continues to assist law enforcement with twenty five (25) law enforcement related incidents investigated in May 2009.  These incidents included: four vandalisms, four thefts, two burglaries, five traffic accidents and three domestic disputes.  Other issues related to keeping the peace.  A summary of activity for May 2009 is a follows:

 

Vandalism occurred at 2415 Sand Harbor Court where the suspects vandalized a vacant home.  An investigation was conducted and two young individuals were identified.  The property owner was notified and HROA Security is awaiting the property owner’s permission to relay this information onto the SLO County Sheriff’s Department. 

 

Digital Putty’s tower equipment, which provides internet service to Heritage Ranch, was vandalized.  The property damage is estimated to be $250.00 to $500.00 not including labor costs.  It should be noted the tower is in an area that has restricted access.  A possible suspect was identified.   

 

HROA was a victim of two thefts: 1) a decal was stolen from the Main Gatehouse and a sign at the Main Marina was taken.  The decal is number 09420.  HROA Security and Gatehouse personnel are in the process of identifying a possible suspect.

 

A theft occurred at 2707 Bridle Trail Lane.  Investigation disclosed no evidence of a break-in.  The property removed was jewelry.  Steps have been taken to locate this identifiable jewelry.  Both the SLO County Sheriff’s Department and HROA Security are conducting this investigation. 

 

It was alleged that trash cans were stolen from a home on Gray Fox Lane.  Through follow-up investigation it was determined the trash cans were not stolen, just repossessed by San Miguel Garbage. 

 

At the Main Marina shoreline, during Memorial Day Weekend, approximately $600.00 worth of equipment was taken from an unattended boat.  A silver I-Pod with a carrying case and a fishing box containing miscellaneous fishing equipment along with numerous cans of beer were removed.                  

 

There was a hit-and-run accident at the intersection of Bluebird Lane and Gateway Drive.  The parties have been identified and exchanged insurance information.  Law enforcement was not contacted on this accident.  A DUI-related accident occurred on Bluebird Lane involving a total of three (3) parked vehicles, which were each side-swiped.  The DUI driver, Michael J. Steele, was arrested by the CHP.   A collision occurred at the Main Marina parking lot when a vehicle towing an empty boat trailer collided with an unattended, parked vehicle.  The drivers exchanged information and Law enforcement was not contacted.  On May 23, 2009 at 6:45 p.m. a young teenage girl fell out of a moving golf cart, at the corner of Heritage Road and Waterview Drive.  The girl was transported to Twin Cities Hospital for treatment.  The CHP was notified.  A collision occurred at the intersection of Longview Lane and Heritage Road at dusk between a motorcycle and a pick-up truck.  The motorcycle was not equipped with a lighting system and collided into the pick-up truck which was proceeding from the stop sign attempting to negotiate a left turn onto Heritage Road.   The motorcycle rider was seriously injured.

 

At Tract 1910, a low bed trailer collided with the key pad at the Main Entrance.  The driver voluntarily turned himself in.  The key pad had to be replaced.  HROA Security was notified and the driver was billed for the repairs.

 

An attempted burglary occurred at 9944 Flyrod in Tract 1910. It was determined the attempt occurred on May 9, 2009, between 9:30 a.m. and 8:20 p.m.  The back door leading into the garage was the location attempted.  No property was taken and no entry was made into the home.  An attempted burglary occurred at 4309 Skylink Lane.  The location attempted was the front window.  This is not the first time an attempt has been made into this home.  No property was taken and no entry was made.

 

A domestic dispute occurred on Moccasin Lane, with both HROA Security and the SLO County Sheriff’s Department responding.  The incident was documented, with no other action required.  Another domestic dispute occurred on Blue Lupine Lane, with  HROA Security and the SLO County Sheriff’s Department responding.  The incident was documented, with no other action required. 

 

A dispute between two females occurred at the Main Marina on May 25, 2009 at 7:20 p.m. The suspect escaped in a white pick-up truck pulling a red boat.  At the time of this investigation the assailants were unknown.   If you have any information regarding this, please contact HROA Security at 805-227-6560.

 

An assault occurred at the Main Marina on May 9, 2009.  This was responded to by HROA Security and by the SLO County Sheriff’s Department.  Neither party wished to pursue the matter.              

  

There were two (2) illegal dumping investigations (one reported by Member Communication Form) and four (4) sheep related calls (two reported by Member Communication Form) during May.  Note:  see above Member Communication form summary for additional information.

 

During Memorial Day Weekend, there were three (3) illegal entries at the North Gatehouse while it was not manned.  Each of those individuals was identified and cited.  Please remember to have all of your guests use the Main Gatehouse for entry when the North Gatehouse is unmanned.

 

For Tract 1910 Members, HROA has initiated a new program when you are planning a large event.  Before sending out your invitations, drop a guest list off at the Main Gatehouse, so your guests will be registered with HROA.  The gatehouse staff will then issue you a temporary gate code which will be good for the day of the event only.  This will help keep the general gate codes secure and assist your guests with entry into Tract 1910. The temporary gate code will be removed from the system at the conclusion of your event.

Always be a responsible neighbor and report suspicious behavior, and be an active participant in your neighborhood watch program.

Tip of the Month – Red Tags & Other Parking and Driving Issues

 

As a reminder Red Tags are not required from Memorial Day to Labor Day.  Red Tags do not apply to Tract 1910 or Tract 1990.  (The “Red Tag Information Sheet” can be viewed on the HROA website at www.hroa.us.  Click on the MEMBERSHIP HANDBOOK icon, and then scroll to the bottom of the page.)  Let’s not forget that parking is at a premium on many of our roads.  HROA Security does receive complaints for vehicles blocking mail boxes and responds to those complaints, as the person complaining many times does not receive their mail because their mail box has been blocked.  Also, please remember not to block the fire hydrants.  The Heritage Ranch Firehouse has asked HROA to provide for fifteen (15) feet of clearance around every fire hydrant.  This is obviously impractical due to our many narrow roads and limited parking, but HROA will cite if you are blocking the fire hydrant from direct access. 

 

As you can see by this Security Bulletin many traffic accidents occurred in the month of May.  Tempers may be short due to the hot weather and alcohol consumption.  HROA Security’s job is to keep the peace and protect the membership. Help them by driving safely, and take the extra second to tolerate those individuals who take short cuts, and/or refuse to act as law-abiding citizens.
