One (1) complaint against a Security Officer sitting in his vehicle instead of assisting the children to safely cross the road at the bus stop area.
Action: Investigation completed by Security Consultant which resulting in training of Officer.
One (1) complaint related to jewelry missing from a member’s home.
Action: Investigating Officer interviewed the victim and has since identified a possible lead in this case which has been turned over to the SLO Sheriff’s Department.
Two (2) joint complaints from neighbors on each other: 1) regarding playing loud music in the middle of the night, and that Security was not responsive in dealing with the situation; 2) a reciprocating complaint that the complaining neighbor came on private property shouting expletives and threatening bodily harm.
Action: This matter was turned over to the HROA Security Manager who conducted a separate investigation and documented his findings. In regards to the complaint that Security was not responsive, the records indicated that Security did respond at least three (3) times and that a citation was issued for the loud music. No citation was issued on the reciprocating complaint as HROA was not witness to the matter. HROA Security Officers were noted to have acted appropriately.
One (1) complaint (which is related to one filed last month) against a neighbor, who purportedly has more than two (2) dogs and is running a dog-sitting and grooming business out of their home.
Action: Turned over to Security to monitor.
One (1) complaint from a member stating their vehicle was shot five (5) times with a pellet gun.
Action: Investigating Officer interviewed complaining party with a possible suspect identified.
One (1) complaint regarding the Association Office not being open on weekends for campground reservations.
Action: GM left message at the member’s home notifying them that they can make reservations by phone, fax or mail and that credit cards are available for use through the Association Office to reserve campsites.
One (1) complaint regarding the Association Office not being open on weekends for new ID Cards.
Action: GM contacted the member who was requesting to obtain a new ID Card, to coordinate their schedule with office staff so they can obtain their new ID Card
One (1) complaint against three (3) neighbors on the 20 acre parcels having weeds in their front easement areas.
Action: No action taken by HROA
One (1) complaint regarding two issues: 1) that the swim diaper rule was not being enforced causing the Heritage Park pool to be shut down over the 4th of July weekend, and 2) that an illegal fire occurred in the campground area during this same period.
Action: Item #1 given to Maintenance Manager, and Item #2 being investigated by HROA Security

Summary of action taken at Board Meeting(s) for June 2009
In June 2009, the Board of Directors held their regularly scheduled monthly Board Meeting on June 12th. The following appeals / security related issues were discussed or acted on (by agenda item):
3. Property Owner Appeal – Owens, Citation #8923, $300.00 Illegal Tenant (5:45 p.m.) SEQ CHAPTER \h \r 1Action: Upheld
12. Property Owner Appeal of AEC Committee – Addison, Lot 121/Tract 721, Re: Portable Garage (Open Session) The AEC Committee disapproved Addison’s request for a portable garage to be installed in his backyard area. Addison then appealed that disapproval to the Board. The item was tabled at the May 15, 2009 Board Meeting. Action: Approved (reversing the AEC Committee’s decision), with the stipulation that the property owner get approval at the HROA counter for color and architectural metal roof sample, with the outbuilding not to be larger than 300 square feet and comply with all other provisions of the Accessory Building / Outbuilding rule for Tract 721.
14. Property Owner – Moore, perimeter fence, Lot 66/Tract 1990 The AEC Committee approval of April 9, 2009 was suspended by the General Manager on an emergency basis, due to issues related to that approval not conforming to the Board-adopted resolution and County conditions for this Tract. On April 17, 2009 the Board upheld the suspension (thereby disapproving the project) until or if SLO County and the HROA Board agreed to allow for the same. Note: At this same meeting, as agenda Item #13, the HROA Board amended the HROA resolution after negotiations with the County to allow for said fencing. Action: Approved fencing
At this same meeting the Board of Directors formally approved the rule(s) submitted for Accessory Buildings / Outbuildings by Tract (beginning with 4.01.08) along with modifications to 4.01.03 Fences, Walls, Patios, Pools and Decks – Special Provisions. The Board authorized one (1) free copy of the newly printed Membership Handbooks to be offered to all members through the Association Office between August 1, 2009 and December 31, 2009.
The Board discussed a request from property owner Bill Carley to consider banning of smoking in all parks. This item was tabled until March 2010, at which time the current rules will be reviewed for any updates or amendments.

Summary of Security-Related Activities
HROA Security continues to assist law enforcement with thirty nine (39) law enforcement related incidents investigated in June 2009. These included: twenty-four (24) disturbing the peace, four (4) check the welfare, along with six (6) crimes and three (3) calls for burglar alarms going off at private residences. Additionally HROA Security handled thirty-four (34) separate dog-related incidents in June 2009 and one (1) traffic accident.
The six (6) crime incidents included: one (1) vandalism, one (1) theft, two (2) combination theft/vandalism, and two (2) illegal dumping incidents. The first theft/vandalism occurred on HROA boat slip #34 at the Main Marina. Unknown suspects boarded a pontoon boat and not only vandalized the boat by breaking the throttle arm, but damaged a seat and removed a stereo and speakers. The SLO Sheriff’s Department was notified along with HROA Security. This incident is still under investigation.
The second theft/vandalism occurred at the Main Marina on June 26, 2009. A pontoon boat was parked along the north shoreline; an unknown suspect damaged the boat by breaking the cabinet doors, removing the engine cover and gas cap and stealing approximately five gallons of fuel.
A vandalism occurred in the 4400 block of Valley Lane. Suspects used a pellet or b.b. gun to shoot the rear window of a parked vehicle numerous times. The investigation is continuing with HROA Security identifying a person of interest.
A theft of a “Craftsman” gas powered weed whacker occurred at the 2300 block of Barn Road. The weed whacker was last seen on June 27, 2009 and the theft was discovered on July 1, 2009. The serial number is not available at this time.
A traffic accident occurred at the Oak Bay Condominiums. At this time the only information available is that it was an auto vs. pedestrian. The CHP and CDF were notified and were on scene.
Two (2) illegal dumping incidents occurred: one at the campground and the second behind the general store and firehouse. In regard to the campground incident, HROA Security located a shipping label which may identify the illegal dumper. No suspects are known in regard to lumber and material dumped behind the general store and firehouse.

Please keep in mind that certain complaints by their nature might require your cooperation in order to process them to your complete satisfaction. Always be a responsible neighbor and report suspicious behavior and be an active participant in your neighborhood watch program.

Tip of the Month – DOGS, DOGS, DOGS!
HROA has several rules and regulations pertaining to dogs. The number of dog complaints has risen in the past several months. The two most commonly reported issues are related to continuous barking dogs and unleashed dogs. Members many times call under “disturbing the peace”, and upon HROA Security’s arrival at the scene, they find a dog continuously barking, is the purpose of the complaint. HROA Security is trained in taking into consideration that dogs bark when they are protecting the home from perceived intruders. When HROA Security arrives on the scene, they approach the area with that in mind.
Dog rules are not unique to Heritage Ranch. They are vigorously enforced by most cities and counties.
Hot weather tends to irritate dogs. Be considerate by obeying the rules. Keep your dogs leashed or contained in your yard and out of the direct sunlight if possible. Care for them as you would your children.
