1- One (1) complaint regarding illegal dumping in the greenbelt behind a neighbor’s home.

Action: Code Enforcement has cited the individual responsible  

2- One (1) complaint regarding the storage of trailers and vessels on the two over-flow parking areas before the Fish Cleaning Station.  Specifically, the member stated there were numerous vessels appearing to be stored there recently.

Action:  Investigating Officer identified eleven (11) vessels stored, many of which did not have a decal and had to be traced through the DMV.  Vessel owners have been cited; with compliance being monitored.

3- One (1) complaint regarding a horrible smell in the air related to sheep feces and urine at the intersection of Heritage Loop Road and Heritage Road.  Complaining party concerned about health issues related to transfer of diseases, bacteria and long-term effects.

Action: Complaining party spoke with GM, who offered to let them review documents HROA has in their possession related to grazing practices.  No further action taken.

4- One (1) complaint regarding a half-developed dead baby lamb left at the sheep pen at Heritage Loop Road, along with feces and urine and blood. 

Action: GM notified complaining party that the owner of the sheep would be contacted regarding removing the carcass.  Other issues have been addressed before with this same complaining party.

5- One (1) complaint involving an on-going neighbor dispute, related to religious harassment.  The complaint states that the neighbor’s children constantly harass the complaining party’s family, including using profanity and degrading comments related to their religion.

Action: Investigating Officer still investigating the matter, with all parties being interviewed.

6- One (1) complaint regarding an HROA Security Officer, related to a citation that was issued.

Action:  Security Consultant notified complaining party that the complaint would be part of the record for the Violation Hearing process.  No further action taken.

7- One (1) complaint regarding a neighbor’s property being unkempt.

Action: Code Enforcement issued a Notice to Comply.           

8- One (1) complaint regarding overtime charges for an employee related to the Equestrian Center

Action:  At least one Equestrian Committee member reviewed labor charges for the wranglers, to report back to the Equestrian Committee

9- One (1) complaint regarding brush, leaves and branches in the greenbelt at Gateway Drive and Meadowlark Lane.

Action: Code Enforcement investigated the scene and identified debris at the intersection of Gateway Drive and Bucktail Lane which have since been cleaned up.  (No debris at Meadowlark Lane as originally reported.)

10- One (1) complaint regarding mud transferring from one private lot to another due to the rain.  Complaining party asked HROA to contact owner to request they rectify

Action: Turned over to Code Enforcement to attempt to resolve.

11- One (1) complaint regarding a neighbor installing items to their fence, blocking the complaining party’s view, erecting an illegal canopy, and various other matters

Action: Code Enforcement instructed the neighbor to submit his project to the AEC Committee which was complied with.  The AEC Committee approved part of the project with conditions, and disapproved part of the project.

Summary of action taken at Board Meeting(s) for January 2010

 

In January 2010, the Board of Directors held their Third-Quarter 2009/2010 Board Meeting on January 15th.  The following appeals / security related issues were discussed or acted upon (by agenda item):

 

2.  Property Owner – Bandaras, Requesting Payment Plan, $925.00 (5:30 p.m.)   SEQ CHAPTER \h \r 1Action: Removed $650.00 from the amount owed, by changing two citations to warnings, with no payment plan considered at this time

 

3.  Property Owner Appeal – Flaherty, Citation #9591, $250.00 Foul Language (5:45 p.m.)  Action: Upheld

 

4.  Property Owner Appeal – Walbey, Lot 5/Tract 1910, AEC Compliance Deposit Forfeiture of $2,500.00 Mr. Walbey appeared at the December 11, 2009 Board Meeting.  The Board tabled the matter, pending additional information.   The Board asked Mr. Walbey to re-appear.  Action:  Returned entire deposit

 

5.  Property Owner Appeal – Dimauro, Citation #9756, $300.00, Illegal Entry, Aiding Illegal Entry (use letter) Action:  Reduced citation to $50.00

 

6.  Property Owner – King, re: Boat Slip, Request for Renewal of 5-Year Lease Agreement (use letter) Action: Denied

Summary of Security-Related Activities

 

HROA Security continues to assist law enforcement with thirty five (35) law enforcement related incidents reported in January 2010.  These included: 14 disturbing the peace, 5 check the welfare, 8 possible prowlers (trespassers), 3 vandalisms, 1 illegal dumping, 1 theft, 1 cruelty to an animal, 1 structure fire and 1 burglary.  Six (6) reported crimes required an investigation.  HROA Security also handled an additional 34 dog related incidents.

 

One vandalism occurred on Quarterhorse Way; at the termination of a party an unknown person vandalized a Chevy pick-up truck by scratching obscenities on every panel of the truck.  Through follow up investigation HROA Security identified a possible suspect and turned that information over to the SLO County Sheriff’s Department.  This investigation is still pending. 

 

A second vandalism was to a group of mail boxes located on Northfork Place.  An unknown suspect or suspects smashed the mail boxes possibly with a baseball bat.  This investigation was turned over to the SLO County Sheriff’s Department as well as the Postal Inspector.  It is unknown at this time if any mail had been stolen.  The vandalism could have been a cover up for a mail theft.    

 

An HROA stop sign was stolen from the intersection of Chaparral Lane and Saddleback Lane.  This theft is still under investigation.  If you have any information regarding this, you can contact Sergeant Barrera at 805-227-6560.  All information received will be kept confidential.  

 

This next report seems hard to believe, but it is unfortunately true:  On January 21, 2010, unknown suspects scattered twenty (20) dead ducks along the driveway at a residence on Valley Lane, and also placed a pair of ducks in the owner’s mailbox.  To this date the suspects have not been identified.  This incident is under investigation by the SLO County Sheriff’s Department along with the California Fish and Game.  Crime Stoppers is assisting in this incident, which includes a reward for information leading to the arrest of the individuals responsible.  They can be reached at 549-STOP.  Your assistance is needed to help solve this crime. 

 

A structure fire was reported on January 21, 2010 at 2115 hours.  The CDF arrived at 2241 Barn Road minutes later and extinguished the fire.  No injuries were reported.

 

A potential burglary was discovered by HROA Security Officer Arnold in Tract 1910 at 9918 Sunfish Circle, in a vacant home.  Officer Arnold noted the garage door had been forced open.  An inspection of the home revealed that no one was living there at the time.  It is unknown as this time if any property had been stolen. The owner of the home was contacted by Officer Arnold and there is no additional information available at this time.

 

An anonymous party contacted the SLO County Health Department regarding the sheep grazing at Heritage Ranch.  An inspector came out and found no violations.  A copy of the report is being forwarded to HROA for our records.

Tip of the Month -- Emergency Response from the Fire Department

 

Recently, the CDF, Station #33 representatives asked to meet with HROA Security.  The CDF has requested assistance from HROA Security at the scene of fires, medical emergencies and other similar occurrences on Heritage Ranch.  HROA Security will respond whenever they are available, and will focus on conducting crowd control, as spectators are interfering with the CDF personnel’s duties.  We ask that you cooperate in allowing the appropriate emergency personnel uninterrupted time to complete their duties, which we all know is important to life and property. 

 

The CDF specifically is asking that spectators stay off the main roads and the road where the emergency call originates from.  The CDF requires quick access to the scene and needs all roadways to be clear to allow the large emergency vehicles to have access.  HROA Security does issue citations for vehicles blocking of all roadways.  It is also important for everyone to make appropriate accommodations to keep your individual vehicles and vessels stored in a manner that they do not interfere with through-traffic, as one can never anticipate an emergency. 

 

As a last resort, the CDF personnel may require assistance from law enforcement.  If that occurs it may result in an arrest or citation for 148.2 Penal Code “Interfering With Discharge of Duty by Fireman or Emergency Rescue Personnel”.  Please remember to always dial 911 first in case of an emergency.  HROA Security cannot call emergency services for you.
