1 - One (1) complaint regarding a Security Officer’s interpretation of the rules related to storing of a motorhome in the road easement in front of the complaining party’s house.
Action: Security Manager provided appropriate information to the complaining party.
2 - One (1) complaint regarding numerous incidents involving a neighbor related to a possible illegal resident, their choice of living conditions, a possible fire hazard and inappropriate treatment of their pet dog. Complaint specified that HRCSD, PGE, SLO County and CDF were all contacted and none of them handled the matter to the complaining party’s satisfaction.
Action: Code Enforcement monitoring the situation, with communication to complaining party that several issues raised are outside the authority of HROA; that HROA would handle the matter only to the extent they were empowered to do so.
3 - One (1) complaint regarding a neighbor erecting a shed without AEC Committee approval and in possible violation of the CC&Rs.
Action: Code Enforcement determined the neighbor was re-assembling an existing canopy which had received storm damage. No violation of CC&Rs noted.
4 - One (1) complaint regarding a possible illegal tenant.
Action: Security Officer investigating matter.
5 - One (1) complaint regarding an “offensive” political sign on the neighbor’s lawn.
Action: Security Officer informed complaining party that the neighbor was not in violation, referencing California Civil Code section 1353.6(a) for that authority.

This matter is listed as a dispute instead of an appeal, due to the fact the property owner did not appear at the Violation Hearing, claiming he did not get the “Notice to Appear” for the hearing. Property owner disputes are heard by the HROA Board. Action: Changed to a Warning

Summary of Security-Related Activities
HROA Security continues to assist law enforcement with twenty-three (23) law enforcement related incidents, including but not limited to: 7 disturbing the peace, 1 check the welfare, 5 possible prowlers, 2 vandalisms, 3 shots fired, 1 possible DUI, 2 illegal solicitors and 1 theft. Security also handled an additional 30 dog related incidents.
Three reported crimes required an investigation. These included the two vandalisms (graffiti) and the one theft.
HROA was the victim of the two vandalisms. These both involved graffiti, with one incident occurring at the Recreation Barn and the other on a roadway stop sign. The words used in the graffiti were “DANK” and “YAK”. These words both pertain to high grade marijuana. The graffiti was removed by the HROA Maintenance Department upon request of HROA Security. HROA’s policy related to graffiti is to follow law enforcement’s recommendation to remove the graffiti immediately. If anyone has information pertaining to these crimes they are urged to contact HROA Security Officer Place at 805-227-6560 or Crime Stoppers at 805-549-STOP. All information received by HROA personnel will be kept confidential.
A reported theft was called in related to jewelry being stolen from a parked vehicle. At the conclusion of the investigation it was determined the jewelry was not stolen while the vehicle was on Heritage Ranch property. The investigation was then turned over to the proper law enforcement agency.
In last month’s Security Bulletin, we requested information to help us identify a vehicle and vessel which damaged the North Gatehouse member lane arm. Thanks to the community, information was received to allow the individual(s) responsible to be identified. Officer Arnold located and identified the suspect on Heritage Ranch and the appropriate enforcement action was taken.
A prowler call on Old Wrangler Lane was described as “bizarre and unusual behavior” by an individual seen around 8:30 p.m. The description was given as a male in his twenties without a shirt on approaching the intersection of Silver Saddle Lane and Old Wrangler Lane. The suspect was last seen jumping a fence into a back yard in the area. The suspect was not able to be located or identified.
Another call was received reporting shots fired. No further information was available and the source of the gun shots could not be determined.

Tip of the Month -- Designated Driver
Law enforcement supports the designated driver program.
Attending an office party or other social gathering could cost you around $13,000.00 if you do not have a designated driver. DUI is an expensive and dangerous situation. Before you attend any event where alcohol is consumed, pick a designated driver.
San Luis Obispo (SLO) County law enforcement has a campaign called “Avoid the 14”, which is named to send a message that if you don’t drink and drive, you will avoid getting arrested by any of the 14 participating law enforcement agencies in SLO County. (See attached press release on this.) DUI is considered a high priority offense; law enforcement utilizes DUI check points along with adding additional officers to patrol for DUI drivers. HROA Security staff supports law enforcement and are trained to detect DUI drivers.
The California Vehicle Code has a special section for DUI drivers who are under 21 years of age. Under section 23140(a), law enforcement can arrest individuals under 21 if they have a blood alcohol reading of .05% or higher.
