One (1) complaint about ground squirrels digging around oak trees.

Action: Given to Maintenance Manager

Two (2) separate complaint incidents involving a member and a juvenile related to the juvenile using inappropriate hand gestures and using their bicycle to play “chicken” with the vehicle driven by the member.   

Action: On-going complaints against same juvenile noted.  HROA Security is continuing to deal with the issue.

One (1) complaint regarding HROA changing the campground reservation procedure from the Main Gatehouse to the HROA Office.  

Action: GM reviewed complaint and filed.  Board action recently taken to approve this change. 

One (1) follow-up complaint against an individual purportedly living in a motorhome parked in a carport. 

Action: Investigation initiated in February, with no response after numerous attempted contacts with proposed violator.  After several weeks, HROA Security finally made contact with owner.  Compliance has been agreed to.

One (1) complaint involving several neighbors using open space for storage of various items. 

Action: Investigating Officer wrote four (4) separate warnings to neighbors. 

Two (2) separate complaints regarding sheep in the yards of homeowners.

Action:  Investigating Officer responded to incidents with no damage noted.     

One (1) complaint regarding a neighbor having excessive lighting in their rear yard.

Action: Investigating Officer turned over to night shift officer, who monitored the situation for approximately one week, and found no lights on at night as described.  Appears that voluntary compliance took place between neighbors to resolve matter.           

One (1) complaint regarding a vehicle emitting loud sounds beyond the normal decimal range.  License number provided to HROA.

Action: Investigating Officer found vehicle in system belonging to a vacant lot owner, and has not been able to find vehicle on HROA property since complaint to determine if further action is warranted.

One (1) complaint regarding receiving a citation for a loose dog, believing a warning would have been more appropriate.

Action:  Complaint filed in relation to pending hearing / appeal of complainer.

Two (2) complaints from same owner regarding a neighbor’s dog barking.

Action:  HROA Security monitoring situation.

One (1) complaint from an off-duty police officer requesting specific information from HROA’s database at the Main Gatehouse.  Complaint directed at the HROA Security Manager, after he would not accommodate the officer.

Action: Complaint being investigated by Security Consultant

One (1) complaint regarding two neighbors properties being unkempt.

Action: Turned over to Code Enforcement

Summary of action taken at Board Meeting(s) for March 2009

 

In March 2009, the Board of Directors held their regularly scheduled monthly Board Meeting on March 13th.  The following appeals / security related issues were discussed or acted on (by agenda item):

 

2.  Property Owner Appeal – Stace, Citation #8880, $300.00, Illegal Tenant  SEQ CHAPTER \h \r 1Citation requested to be voided by HROA Security due to being written in error.  Action: Voided

 

3.  Property Owner Appeal – McKinley (Tenant), Citation #8961, $1,000.00, Reckless Driving/Defacing of the Common Area (5:00 p.m.)  Action: Re-routed Reckless Driving to another individual who resides on the Ranch, and upheld the Defacing of the Common Area.  Note:  This incident was a hit-and-run

 

4.  Property Owner Dispute – Knopke, regarding private dock (5:15 p.m.) Action:  Private Dock privileges permanently revoked, with 30 days to remove dock

 

5.  Property Owner Appeal – McDermott, Citation #8805, $625.00, Construction without approval, and in the common area (5:30 p.m.) Action:  Reduced citation to $25.00 and given 30 days to remove fence; if property owner fails to comply than uphold $625.00 original fine

 

6.  Property Owner Appeal – Pischke, Citation #8738, $300.00, Illegal Tenant/Resident (5:45 p.m.)  On February 20, 2009 this item was scheduled before the Board.  The property owner did not show up and the citation was upheld.  After the property owner was notified of the decision of the Board, he contacted the Association Office claiming not to have been contacted to confirm the meeting time and date.  This item was then requested to be back on the agenda, with the property owner appearing.  Action: Upheld

 

7.  Approve/Disapprove to add Larry Smith to the Unauthorized Guest List  Action: Approved

 

20. Approve/Disapprove to issue a notice to the membership regarding the proposed Accessory Buildings / Outbuildings rule; and modification to the existing rule for 4.01.03 Fences, Walls, Patios, Pools and Decks – Special Provisions  Action:  Approved to issue notice and discuss at next two (2) monthly Board Meetings.   Note:  All HROA Members were mailed a copy of the proposed rules on approximately April 1, 2009.

 

Also approved was a clarification to the Rules and Regulations 4,02.02 Canopies and the locking of the Tennis Courts and Basketball Court between dusk and 6:00 a.m. dailyNote: Keys to be made available at the Main Gatehouse beginning June 1, 2009.

 

HROA is working with TCSN/The Computer Store to expand the HROA website to allow guest call-in on-line.  HROA is waiting on TCSN/The Computer Store to complete this request.  All members will be notified at a future date when this service becomes available.  You can find the agenda and minutes for all meetings by clicking on the CALENDAR found on the front page of the HROA website at www.hroa.us

 

 

Summary of Security-Related Activities

 

HROA Security continues to assist law enforcement with eight (8) law enforcement related incidents investigated in March 2009.  These incidents included: vandalisms, one theft, one burglary, a traffic accident, a dog attack and illegal dumping.   

 

Two vehicles were egged in the 2500 block of Bridle Trail.  Both vehicles were parked in the driveway at the time.  As of this date, no suspects have been identified. 

 

A hit-and-run traffic accident occurred at 3332 Harbor Circle in the parking structure.  Damage was caused to a support beam.   HROA Security located burgundy paint transfer and at the time no vehicle was located which matched either the color or damage.  Neighbors were contacted and a burgundy passenger vehicle with either a wing or spoiler on the truck was seen in the area at the time of the hit-and-run.  This incident occurred on March 21, 2009 at 1832 hours.  Anyone having any information on the described vehicle is urged to contact Officer Arnold at 227-6560; all information will be kept confidential.  A second traffic accident occurred at the Main Gatehouse.  It involved property damage only and was handled by HROA Security. 

 

A burglary occurred at the 4900 block of Meadowlark Lane on March 7, 2009.  The item stolen from the garage area is described as a Red Spider paintball gun.  This crime is still under investigation.     

 

A dispute occurred in the 2700 block of Black Horse Lane between friends after an iPOD was discovered missing.  HROA Security intervened and the iPOD was located the following day in the bushes of the home of the iPOD owner.

 

A dog attack occurred at the 9500 block of Naciminento Lake Drive on a 20 acre parcel.  Two dogs identified as belonging to the owner of 9663 Naciminento Lake Drive attacked the neighbor’s dog.  This attack occurred on the neighbor’s property and caused approximately $1,000.00 in veterinary bills.  The dog was treated at the Paso Robles Veterinary Medical Clinic.  The owner of the dogs which caused the injuries was cited by HROA Security along with an independent investigation conducted by SLO County Animal Regulations.

 

Another off-road rider was stopped in Tract 1910.  Thanks to the observations of an HROA Board Member the individual was located and advised of the regulation.  Because the violator was a new member with no previous violations, along with the fact that there was no damage to HROA property, the violator received a warning.

 

Four (4) illegal dumpings occurred involving the Tract 447 dumpster and the Main Marina area.  At this time no suspects have been identified.  HROA Security is in the process of attempting to identify the illegally-dumped property.  Please remember that the Maintenance Department is open on Fridays from 9:30 a.m. to 12:00 noon for refuse collection for a small fee.  Avoid a $500.00 fine and use this refuse collection service to discard your unwanted items.    

 

HROA Security investigated four (4) separate sheep incidents in the month of March.  In one incident, a member’s unleashed dog attacked a lamb and the lamb had to be put down.  Two (2) members complained about sheep droppings and sheep trespassing.  Another member filed a complaint directly to the sheep herder’s insurance company, claiming injuries to their horse (while in its stall) allegedly caused by sheep in the vicinity of the Equestrian Center.  All incidents known by HROA are forwarded to J.B. Jaureguy, the sheep owner.  All in all, the sheep have done an amazing job at reducing fire danger and manicuring the hillsides, and mostly positive input regarding the sheep has been received by HROA.

Tip of the Month – PARKING VIOLATIONS

 

A complaint has been received from our Station 33 Fire Department in regards to the blocking of fire hydrants around Heritage Ranch.  In the past, HROA has also received complaints from the Paso Robles Post Office related to blocking of mail boxes.  Section 3.03.12 of the HROA Membership Handbook states that: “No vehicle or vessel shall be parked in a manner which interferes with the normal two-way flow of through traffic, or obstructs any fire hydrant, driveway, mailbox or emergency access”.   

 

Many of our streets are narrow and do not always accommodate safe parking.  Help protect yourself and your neighbors by following the above parking rule.  Remember, the life or house they save may be yours.
