The following are written comments received as of January 3, 2008 for Questions #3, 10, 12, 13 and 14 on the Security / Gatehouse Survey.
Each survey has been numbered as they have been received, which is how
they are listed below.

3. Are there any additional services that you would like to see Security fulfill not mentioned in #2 above?
1-I think it would be nice to have security do house checks on vacationers homes.
4-I wish someone would look into the homeowner complaints filed at the office! I have never heard one thing back from over 20 complaints in over 10 years involving the Equestrian Center, theft & vandalism.
15-Don’t wait – be proactive in known trouble areas, i.e.. numerous complaints at same address.
16-Help with wild animals, such as raccoons.
19-Just want contact person for Oak Bay Condos.
24-Monitoring teenagers who roam around looking for trouble.
30- Cover the ranch more often.
32-Traffic patrol evenings at dusk when homeowners walk the neighborhoods.
33-On very busy holiday weekends there should be additional security at launch ramp.
39-Patrol is great but it should be done at a lower speed – so “thugs” could be observed.
41-We need to go back to old security ways, prior to high tech equipment.
43-Allow security to function without being constantly second guessed. Increase patrol, increase number of personnel, overlap shifts.
46-Be consistent with ticketing for CCR’s regulations – our neighbors keep their yard cluttered and dirty
51-Security to act on things they see and hear (i.e.. loud music, vehicles, etc) as it happens – not needing to be called to get action, at least one patrolling at about 75% of time. Not both trucks sitting at gate.
52-In February I left the state. I left my porch light on, when I came home 15 days later I saw my screen is off my front door and the screen was against it & the light was off. My screen window is 2 ft by 3 ½ ft tall. Why didn’t the security notice this from the street. I sure did.
57-Foot patrols in the high crime areas at dark including the campgrounds and launch ramp in good weather (2 man teams).
64-Remote monitoring of critical spots to deter vandalism
68-Occasionally check /drive by homes of non permanent residents.
74-Actually run the front gate securely.
81-Drunks at the point.
84-It seems after summer people parking at bottom of launch ramp, dog running and playing with radio control boats, etc
87-Everybody out here is not a crook. Stop and talk to people, be a friend, not a hard ass.
89-Patrol all homeowner areas.
93-At times there is selective enforcement. Permanent security officer during peak summer months at point to deter “crazy drunken behavior” (12pm to 12am)
94-Pay attention to very loud noise affecting negatively over enjoyment of life at HR. Been here 29 years but noise is a problem only in past 3-4 years.
98-Stop drugs and drug dealers from coming to the ranch.
99-Enforcement against barking dogs. Property maintenance – trash, excessive storage, junkyard cars, refuse, etc.
101-Unsafe vehicles and dangerous drivers.
105-Very good.
113-Ability to patrol greenbelt areas.
114-This will probably be impossible but the young people on the point with foul language…parents can’t take their children around the water.
117-I don’t understand the drunks on the golf carts! Patrol more!
119-Yes, be polite, we pay the wages.
129-When someone comes to the gate to go to the country store, deli or gas pumps, I would like to see them escorted by security to and from.
140-The rule on boats. Some lots you can have your boats out. How about all their toys, ATV’s, golf carts?
150-Yes, be more open to the needs of our community, the letter of the law attitude is not acceptable. Follow your own rules – warnings are written in them.
151-Monitor loud music, foul language, loose dogs and drinking at marina.
152-More time on patrol and less time in the office.
153-More neighborly warnings and communication with homeowners before tickets are written.
157-More time on patrol and less time in the office.
160-In the dirt parking lots where boat trailers are left year after year or at least all season, should be paved, marked and used for parking vehicles with trailers for overflow from the marina. As it is, it’s a disgusting sight.
161-Dogs barking/trash that’s never removed.
165-I’m confused on role of security/code – I think I understand gate attendants, but I don’t understand their interactions.
168-Enforce property boundary limits.
172-Patrol parks/pool
173-Make more drives inside storage yard (stolen gas tanks and gas).
178-Better use of their time for speed violations
179-Stop some of the people who speed here on Gateway. I’ve seen a lot of folks really speed and a lot of young kids.
182-I don’t know if it falls under CCR regulation but ticket unsightly yards.
187-Patrol from 4pm till midnight from store to marina for drunks & reckless driving.
189-Monitor point day and night. Language very inappropriate. Not just kids, adults also.
194-Enforce CCR’s; regulate noise, behavior, loud parties and drunkenness.
196-Not that security isn’t making good use of time, talent and resources but until issues improve and incidences decline, security should continue to seek better solutions. It appears that our stickers are not always being checked. It seems also that my guests who go through guest lane get hassled while others can slip through undetected in the other lane. (Reports of hassles have declined, however this past year, though they still can’t find names on the list). Youth curfew and loiterers and storage yard trespassers, remain as precursors to eventual trouble.
200-Home/Marina/Boat security!
203-Elimate extremely loud and dust creating unlicensed off road vehicles (2&4 wheel) in our common areas & streets, (Snake Creek and Lake bottom included).
205-Drunks at marina.
207-Dog barking is out of control. There is no reason I should day after day be complaining about the same houses with barking dogs.
211-We would like to see them serve more as the eyes and ears of unsightly issues such as illegal signs, trash, inoperative vehicles, etc.
216-Yes, higher fines on homeowners that leave their boats, motor homes, trailers and toys out. Higher fines for homeowners that violate the CCR's regulations.
217-Personal Service. We live in a community with many neighbors and families and we don't need a police environment where security staff can drive around looking for obscure infractions of the CCR's. We pay to live in a comfortable family friendly environment and the staff that serves as our security should remember that we are people, not criminals and for all staff to be personable rather than authoritative, would be a nice service.
218-Don't fine part timers for leaving garbage cans out.
10. If you answered Yes to #6, 7, or 8 above, what is your overall impression of Security staff’s demeanor, attention to detail, follow-through, etc?
1-Outstanding on all Security showed genuine concern for my problem. Excellent follow-up. Very impressed.
2-Good follow through and attention to detail.
3-I feel that our present officers are the best we’ve ever had, all are very professional.
4-Horrible. Cantalupo acted like it was my fault that I was vandalized & I’m still getting hay stolen daily by the wrangler Bob. Security does not care.
9-Demeanor was great, attention was great, follow through not so great.
11-A couple of your people are intimidating. They are not cops & shouldn’t act like “Joe Friday” (Wannabes).
13-I seldom see security yet I get ticketed with no warning for driving above speed limit upon entering the ranch- police officers give warnings which deter speeding, security need to also.
24-Mixed – some were concerned, others not.
27-I was told they probably would not be able to find the person who shoots arrows in my back door. It was honest, so I found the person myself.
28-The follow through was great. The staff at the gate has always been helpful & courteous.
29-I think there is always room for improvement/that’s not a bad thing.
30-They are not very good at communication with the property owners that have had theft issues in the past
32-They drop the ball on follow-through
33-Launch ramp, loud profane language – was told by security that it was a Sheriff’s Dept. problem – call the Sheriff and put them in jail!! Maybe they would quit if they were jailed and fined.
38-We would like an appointment with security to open a case of harassment!!!
42-Security always pleasant. When I call for the motorcycle problem it stops before they come.
43-Security was excellent – very professional and responsive to my needs and questions

47-I had them check on my son, they were great. I complained about illegal trash being dumped in 447 and they said that always happens and did nothing

62-Some need to be sure the citations they are writing up are infractions of the rules. I received two violations in one week and I was not in violation of charges.

70-Security was excellent, however, I was given citations incorrectly and had to waste my time in court twice . Research before writing!
74-Security need to actually give citations for provable/actual viable offense. Noise complaint after 12am - security personnel were sarcastic and unhelpful on phone.
77-I was left with more questions. I felt that my needs/comments were not taken seriously.
78-Please check records when residents away and do drive by.
85-Too much cowboy in some security staff. I witnessed security giving John Allen a threat to write him a ticket for being parked next to the boat ramp on the sand saying he was blocking traffic when he wasn’t. (Ask John)

93-Frank is very professional. Ron is also very professional, kind & caring. Both are great assets to HROA
94-Not great (sorry)! We have had security defend a very obnoxious neighbor cutting down our tree; defend extremely high base on home theatre that necessitated us to call the sheriff who found the noise level and the neighbor intolerable. Over the phone without coming over, saying they have rights too. This was 11pm and very loud noise.
98-Good – Friendly
99-Ok with exception to marina concerns – swimming at launch ramp & courtesy dock – not enough follow through.
101-Arbitrary rule enforcement – I was cited for leaving trash cans out 1 extra day! My neighbor has trash all over the yard!
104-Slow response, but professional
106-Prompt, follow up and very courteous. Some confusion about how to interpret CCR regulations
110-Poor – their opinions are one sided and do not listen to objective facts. No warnings, just issue citations.
112-My opinion is that the security force goes after the law abiding citizens who have made minor infractions (i.e.. trash cans out) in lieu of addressing the real issues that reduce our quality of life on the ranch. (i.e.. drugs, public drinking, speeding, loud parties, lewd public behavior, etc. etc.
114-Security responded in a reasonable period of time. They were concerned about the problem.
118-They were cool but we were not aware of parking rule.
119-Had to call 3 times about an individual driving very reckless at the marina and security never showed up. WHAT DO WE PAY THEM FOR.?
121- Lousy! No follow through??? Lack of enforcement with kids, theft and drunken adults. Much selected enforcement!
123-Have always viewed security as very competent.
125-Citations on minimal (unimportant to safety) things and do less on drug/alcohol/traffic/theft problems
126-Not very aggressive as I would expect.
127-Very prompt, professional with good follow through.
128-The only request for assistance have been for late night, after hours, trespassers in pool at Oak Bay Condos. Sometimes security responded and sometimes they did not.
129-Excellent, very professional.
140-They are improving. They are here to protect us not get us over 1 trash can being out. I feel harassed at times. I’ve had 2 friends move off the ranch
141-Unkown – no contact.
146-Frank is awesome! John is a waste of our money.
150-Wasn’t really a complaint, but to take time and observe the obvious violations that are in view. Security seems to be bothered by any comments – observation. My interactions with Frank have been very positive. He listens.
153-Sometimes there rude and most of time they are ok.
156-We see security all over the ranch and yet when a call of 4 wheeling and ATV use on the equestrian trails is placed, response time is very long. Usually the ATV’s have moved on. I have never had security make it in time to catch them
157-There was no follow through from security to contact me.
161-Very professional – business like – friendly – courteous.
162-Security employees are fine. Their ability to take action hampered by management and/or board.
163-Very good – The parties are no longer riding their motor bikes around their backyard.
164-Some of the people are way overzealous. Lack of common sense.
165-Security apparently couldn’t handle the problem (per my call to the gate) Sheriff was called by neighbor.
168-I should have been stopped at the time and not receive a citation weeks later in the mail. I would have been able to verify that the light was flashing.

174-Good response time, confronted the problem.
176-Poor, with no real follow through for assistance calls, residents may not even know that security did anything to help.

180-They are petty, they pay more attention to citing people for little things than focusing on finding dangerous offenders.
182- We have recently received two violations both of which security staff was in error! Parking on greenbelt. We were parked on private property and not moving boat on shoreline which we did move.
183-Very lacking in demeanor and attention to detail.
184-My mother 75, left her car by the marina, she can’t walk very well and received a $50.00 ticket. There has to be something for the elderly!!
187-Had a wheel and tire stolen from boat trailer – no follow through.
193-We have a good crew, but they don’t have much authority.
194-Generally helpful, but I do not think anyone responded to the noise, out-of-control party, public drunkenness.

211-Unfortunately, most of the time the response leaves me with the impression that they are helpless and can't do much about the situation. They are always polite but not very effective.
212-It was very good, efficient and effective.
214-Acceptable.
217-The overall impression is that the staff lacks in consistency of demeanor, attention to detail, professionalism and integrity. Some of the staff is great. However, some of the staff drives around with a domineering attitude using intimidation and harassment as a way of showing home owners that there is a higher order. It is our expectation that our security staff will help HR maintain a peaceful atmosphere with an acceptable standard of living. However, the impression we are getting is that our security seems confused about the difference between helping the residents to hold up the standard of living and trying to be a police force.
12. Are there any specific rules do you not see being enforced to your satisfaction?
2- Drinking, drugs, and abusive language at the marina.
4-Yes, if you have an employee not feeding your horses daily, stealing your hay & feeding it to his horse and no one cares.
6-Parking at point, drinking at point.
7-Parking of motor homes, boats, trailers in tract 1910 plus weed abatement, plus loose dogs
10-Parental control of juveniles.
13-I think the loud partying after hours is allotted to “special interest” people. Under age drinking at the point during holidays. Loud partying after hours.
16-Speeding from the store to the launch ramp, especially young kids!!
21-Breaking speed limits & not stopping at stop signs.
22-The speed limit on Southfork.
24- Keeping motorized vehicles off the greenbelts & trails.
27-Landscaping, trash cans seen from the street, weeds, appearance, CCR’s, that bring down the value. These items seem to not be enforced, trucks drive by and nothing is done.
28-CCR’s, upkeep/maintenance of homes.
29-Yes, underage driving of golf carts, etc. Unauthorized parking & loitering on launch ramp, dog violations, no leash & excessive barking
30-Keeping other people from using the trash dump area other then property owners of 447.
32-Yes, traffic control (enforcement) from 6pm to 9pm on Gateway & Heritage Road. People walk after work, but have to contend with the power drinkers at the point. Security seems to disappear at this time. Not found @ point either.
33-Launch ramp discipline. Set a precedent and stick with it. Don’t tolerate ill mannered people.
34-Off road vehicles not uniform – lights at night, stop signs not being obeyed & driving on common area.
37-Barking Dogs
39-Some of the old CCR’s regulations that were enforced 25 yrs ago and now have seemed to have gone away.
41-Traffic at gate house, visitor’s lane is like Daytona 500 when arm goes up. I complained to security and your gatehouse personnel told me it’s like a race, I told her somebody needs to get out of guardhouse and watch.
42-Someone “tearing up & down” on my street testing the motorcycles. Garage repair shop. Dogs running loose. People driving way too fast.
44-Dirt bikes riding on road too fast
45-Yes – driving, parking, defacing & dumping in common area.
46-Property values decline when a certain standard within neighborhoods is not met.
47-So many people come from other tracts and use the dumpster in tract 447 to discard mattresses and furniture.
48-Grown children of residents that no longer live on the ranch are still given stickers for their vehicles.
49-YES!!! Maintenance Staff needs to clean street. ATV’s are not licensed for street use. Residential speed limit is 25 mph.
51-Neighbor noise
53-The use of ATV’s – on the street – on the greenbelt – the empty lots.
54-Adherence to CCR’s in 447. Many times there are several extra trailers on properties.
56-Yes – CCR’s and rules and regulations
57-Young people tearing up the green belt.

68-Drinking, foul language, littering, broken bottles, urinating by crowds at the point. Many times I have had to pick up broken glass at the point in the morning, only to find that more broken glass appears next day.
69-Loose mean dogs. I have been cornered by a mean pit bull with my children and was told by security that the owner has been warned a number of times. Why does this dog still live out here? Security knew the dogs name. They’ve seen him so many times.
70-Kids riding dirt bikes. Get em!
72-Some individuals do not leash their dogs when walking on the greenbelt or streets, and the dogs are free to run in other people’s yard.
74-Gate control / School zone enforcement only when there are buses or children
77-Speeding on main roads/not just a few mph over but “crazy” speeding autos/motorcycles.
79-Off road vehicles on the roads and trails all the time
80-Boat in neighbor’s front yard. Illegal motorcycle (dirt bikes) on roads.
82-Dogs off leash at the launch ramp/point.
84-Dogs off leashes, especially at the point. Kids under 16 driving golf carts, motor scooters, etc. Cars going fast at the point and kicking up dirt.

95-When called security takes a long time to respond! Or they say it is not there responsibility.
98-The marina area is never safe enough for young children when there is underage drinkers milling around.
101-Residents with too many dogs, cars parked all over, underage drivers.
104-Speeding, CCR regulations not enforced.
105-Barking dogs (constant), bright lighting after 11pm
106-Rules for storing Recreational and travel trailers in 452, use of common land for parking, visible trash.
108-Driving on green belt behind homes leaving a dirt road and damaging curbs.
110-Excessive drinking at the marina
112-The presence of code enforcers we feel now vs. 5 years ago does not give us piece of mind for life safety, only that they are going after easy targets for violations and not the real issues, in order to raise revenue.
113-Off road vehicles/under age riders in greenbelt and DUI’s.
114-In the late afternoons and evenings young people in trucks and motorcycles speeding.
117-Young people in golf carts. People in back of boats with open beers! Speeders. Dogs loose!
118-Barking Dogs.
119-Reckless driving at the marina. We see too much preferential treatment; it’s only a matter of time before someone gets hurt.
121-Public intoxication & trespassing on private property.
122-Illegal home businesses
123-I am sorry to see the amount of break-ins, vandalism and some of the partying/trash.
124-Illegal signs and businesses operating out of homes on the ranch
125-Drugs/theft?
126-Speeding on Heritage Road, homeowners not keeping their yards and houses (or coaches) neat and clean.
128-Very late night party noise.
129-Curfew – the bad apples hanging around the little pool and tennis courts. Pavilion area, just vandalizing the hell out of our place.
141-The rules are not consistently applied, people are cited for infractions that are not enforced on all homeowners.

144-Unsupervised golf cart/motorcycle driven by underage individuals.
146-Noise control, speeding, drinking and driving (golf carts).
148-Barking dogs during the day while owners are off to work needs to be curtailed.
150-No-but the enforcement of rules is not being evenly distributed. There are some here on the ranch that will never receive a ticket, while others get them just because.
151-People taking too long to launch boats, working on boats on ramp and parking on ramp
153-Treating all people equal/too many (Good ole boys) problems. All Heritage Ranch Owners are not treated equal.
155-Dogs barking and not on leashes!
156-Trail use violations, marina crowds, especially after hours. The point crowd can get very rowdy and it is uncomfortable to be at the point with family and kids while so many drunks are driving around in golf carts.
158-Property cleanup (fences falling down or needing replacement) Yard cleanup!
160-The trash area for 447 is used by other tracts. Thought there was going to be cameras in place to catch who was breaking in and destroying our lock. It’s a mess and always open with stuff dumped outside the fence.
161-Tract 1910 is a racetrack on warm weekends evenings or ATV/Quads. Also they run the hills and create roads where there were none. Maybe they cut the fences around the tract also.
162-Storing of RV’s and loose dogs. Failing to stop non residents at gates.
164-All rules need to apply to all and the use of common sense by Security
165-We’ve been there with Linda several times in the past – Boat/trailers screening in 721. Now they appear on the easement.
167-Attention to 24/7 parties.
168-Private fencing that encroached into greenbelt.
169-Speeding on main roads – it’s hard to be there at the time but more patrolling would help.
172-New gatehouse – people don’t watch as well (except they do watch the computer).
173-Red tags?
174-The management & consequences of the kids who are destructive to property at HR.
176-The litter problem needs to be addressed, especially around the marina and shoreline. I regularly pick up trash and recently removed a weathered 1 gallon container of used motor oil on the launch ramp that sat there for 2 weeks.
177-Yes, the abuse of the green belt by gasoline vehicles and the irreparable damage that they cause.
178-Speed and littering
179-Maybe a little tougher on some of these complaint calls and a littering fine.
182-Trashy yards – weeds – there is at least one unsightly yard on almost every street. This does not help our property values!
185-Too many vehicles in some yards with cars parked daily into the street, congesting cul-de-sac.
187-Reckless driving – not keeping golf carts off of greenbelt.
189-Entrance to property and unauthorized people dumping at the dumpsters
190-Dog roaming.
194-Loud, drunk, public behavior. Kids riding non-street legal motor bikes. Motor vehicles on horse/walking trails. Underage drinking and obnoxious behavior.
196-Student cross walk, storage yard controls, drinking at the point, curfew.
200-Motorcycles on trails in Tennessee Walker Way area. Home & garage vandalized regularly. Need positive ID’s of guest!!
201-Trailers being parked on our street for days or months & motorcycles riding in open space areas.
203-Yes, unlicensed off road vehicles running rampant on our streets and common areas. (Golf carts, etc are not a problem).
204-Trash cans left out, boats and trailers on driveways and in front of houses. Dogs pooping all over front yards.
205-Loose pets, parking motor homes in front yards. Loud vehicles, engines and stereos. Entrance gate should be closed at all times in tract 1910 or build gatehouse. An Open House should have a realtor open gate and have realtor at residence.
207-Children never ever wear helmets while on skateboards, bikes, etc.
208-Dog barking reports and complaints, should consider the possibility of prowlers in the area.
209-Dogs at the marina and on the point. Garbage left at marina.
211-Yes, 1) architectural infractions treated as if now that it is "after the fact" nothing can be done to enforce or have them removed. Sheds have not been approved or voted in and some are additionally not at all a match to the house design. There are sheds at 9947 Flyrod, very visible to the street, from neighbors and almost every angle. there is a very mismatched shed at 9866 Steelhead and there are more "arriving" frequently because this is not being enforced. 2) There is a vehicle that is inoperative. It has had flat tires for over 8 months as well as a pulled transmission sitting on it and now junk piled all around it. When I brought it up to security, the officer said they can't do anything about it if it isn't on the street but in their yard. Well page 40, Section 22, Article XI, says, "No stripped down, partially wrecked or junked motor vehicle or sizable part thereof, shall be permitted to be parked on any road or any lot in such a manner as be visible to the occupants of other lots, or users of any street or common area." This definitely qualifies as it hasn't been operable or moved in over 8 months. The address is 9953 Flyrod. And I think security should go find the CCR's when there is a complaint rather than just assume there is nothing they can do about it. 3) When launching at the ramp last summer, there were many days where people had their dogs off their leashes. We're talking pit bulls, dobermans and we saw aggressive behavior from the dogs. We reported it, but never saw the problem resolved or even being addressed. We need effective enforcement.
212-1) trailers stored/lived in at the home. 2) storage and use of the greenbelt area, trees trimmed. 3) vehicles driving (4-wheeling) 4) motorcycles.
214-Underage drinking and curfew at the marina? Not sure what the laws are for driving the golf carts and off road vehicles on HR property. If your dog is licensed and identified, I don't think the fine should be high if accidentally gets out the yard.
216-Yes - Tract 1910, renters debris everywhere. Toys not in the garage. Poor landscape of renters house.
217-A particular incident I recall was driving down to the marina to watch the sunset with my daughter. We intended to park in the parking lot for our view. However, our view was blocked by a string of cars and people just hanging out in the "No Parking" zone accompanied by one of the security staff members whom was casually leaning on his truck mirror having conversation with those who were violating the posted parking regulations. As it was clear that nobody would be moving their vehicles, and it was condoned by security, I gave up and left wondering what the point of "security" was. On the other hand, we have received more than a couple citations for things that are inconsistently enforced all over the ranch, or else they were flat out wrong and accountability was completely negated. Any rules that are not consistently enforced and seem to hold no purpose other than adding to the HROA annual revenue are not to my satisfaction.
13. Are there any specific rules do you think should not be enforced?
4-Just treat everyone fairly.

46-I would like to see a tiered penalty enforced regarding animal impound - $100 for first offense is rather steep.

146-The dog rules are insane! Everyone needs to have the same rules and everyone needs to be treated the same – giving citations for stupid things while bigger problems exist, is stupid. Some security seems afraid to enforce some rules because of being in a bad situation so they look away, while others focus on dog catcher. If you can’t handle the entire job, you shouldn’t be in the position. A lot of things are common sense anyway. Face it, security is 1st before sheriff and should be able to handle the position. As far as Butch’s position – it was 3yrs ago to establish the security, which has been done. Frank is capable of being liaison and backgrounds etc. could be paid as needed fee like other agencies do. There shouldn’t be that big of a turn around to need full time and money could be used to better train or get better employees.
150-No – just start using some common sense and become part of the community.

155-Covers for boats etc., in backyards.
160-The dumping at the 447 trash area. Parking should be in uniform rows even in the dirt area at the marina. It’s a mess to say the least. It should be leveled and paved up to the bathrooms and marked for vehicles with boat trailers.

163-Boats in driveways - It’s a lake community! Cows, leave the poor things lone, they are welcome on my property anytime.
164-Just use common sense.
165-All rules should be enforced – not ignored! If board made an inappropriate rule, it should be rescinded – not ignored. All CCR’s should be enforced or changed by member vote.
169-Leashes on dogs when they are supervised (we know some people do not control their dogs).
170-Yes-don’t change a fine for a dog that might inadvertently get out – chronic offenders (3-4 times) but not for a family pet that might wander away once.

176-I believe rules governing activities relating to using the lake should be slightly softer. This is the reason most of us moved here. As long as people are having a clean, fun, safe time, let’s go by the spirit of the rules, not necessarily the letter of the law all the time. As security is counting the exact days that my pontoon boat stays on one shoreline before I move it to the opposite shore to prove I use it, people are having bonfires, driving through the lakebed and littering all over the marina. This is very frustrating for me. Bonfires and beer cans don’t just appear instantly. This is from several hours of burning wood and drinking. Why can’t security catch these people and hold them responsible for fines and/or cleanup?
182-Time limit for boats and docks on the lake shorelines.
184-I do think the parking by the marina is a little strict. The “where to park” for non members need to be a little clearer. I do realize it is our responsibility as members, but a little help would be great.
188-Yes, we own 2 places at Heritage Ranch (3 brothers & 1 sister) and we cannot get 2 gate stickers for each place. We were told that you have to be “married” therefore; we have to check in at the gate every time we come. Totally ridiculous! Every place should be given 2 stickers. We are upstanding citizens – married – and we would appreciate some help with this problem!
189-Golf cart drinking and driving – I’m not sure if it’s enforced now or not?
201-This community sees certain rules broken regularly. 1) Riding motorcycles off road, 2) speeding on Gateway Drive, 3) underage drivers, 4) loitering underage derelicts after dark. Focus on these things and a lot will be solved
203-No, however, if there are any unspecified rules in this category, they should be eliminated by vote or appropriate procedure.
208-Discourteous, rowdy behavior and poor driving manners around boat/launch ramp.
213-Dog jail fee is too much. Things happen that are unexpected. It's bad enough to lose your dog, then pay a huge fee. Should be part of the service to owners.
217-If rules should not be enforced, then what is the point of having them? If security is going to cite someone for breaking the rules, perhaps they should approach the alleged violator and cite them first hand as opposed to mailing a citation. We have argued almost every citation we have ever had because they are generally unjust, and sometimes we have even been mistakenly cited rather than the actual violator for things that we were not even present at HR at the time we were allegedly breaking the rules. Most of these matters were cleared up. But, the point is that rules seem to be a good idea and necessary for a common standard of living. However, when life is disrupted over the miss enforcement of rules or enforcement of rules that are being innocently broken due to circumstances caused by lack of management or organization through the association or security department, it seems like a conversation and judgment call would be a better way to handle some situations when blatant crime and disorder isn't an issue then the current citation process that doesn't give the homeowner a reasonable chance to defend themselves at the time of the citation.
14. Other opinions and comments
1-I personally feel that with the limited resources and lack of powers (arrest) that security has, they do an outstanding job in every encounter I’ve had with security. Impressed with their intelligence & professionalism.
2-Good survey, hope the results are used in xxxxx only. Job needs one expert consultant who is certified and knows law enforcement to achieve security. Butch is ok.
3-The more the gate is closed the more gate staff can concentrate on incoming visitors & handling phone calls from residents.
4-I have complained to L. Richey for years about Wrangler Bob stealing my hay & not feeding my horses. Now 7 horses have died recently. What’s it going to take?
6-Need more security.
9-I would appreciate the gate individual paying attention when I drive thru. One night, no one was at the window and the security person was in the room, they did not acknowledge that I was driving thru. Hence, why I want the gate down!
10-Stronger parental control, stronger board support regarding fines and citation.
11-Just wish they would be more friendly than strict or hard. And what is with the Hispanic guy taking pictures of residents and their vehicles. What is this? The Gestapo? Get rid of the camera. They should be here to help us, not to raise $ for tickets.
14-Security on the ranch is top priority. Without security you cannot accomplish any other goals effectively. We need a strong security base. Nothing less should be permitted.
15-Have concerns – 1)security has told my neighbor to take picture of persons vandalizing property, won’t take her word or description if they didn’t see it. This puts property owner at risk! 2)In newsletter, states new ID card needed for decal, how do we get one when we weekenders weren’t there the only2 Saturdays they were providing them? 3)Need – Visa card capability at gatehouse to receive campsites, don’t live there & you must go in person to pay???
20-To easy for anyone to get into Heritage Ranch. Gate house never looks up to see if you have a sticker in the window.
24-Security is doing a good job. I’d like to see a great presence around the ranch – checking the parks, marina, etc. for crime deterrent.
26-I would love to see a regular patrol, also on HR with 5 acres parcels.
27-I appreciate security for their work! My only concern is fairness. My neighbor has a boat for over 2 months without a notice/ticket.
29-Overall the past 25 plus years have been very enjoyable.
30-My property was broken into Nov. 5, one of many, They did a lot of damage to my park model. I was never told if the people were caught or not, whether they found my stuff or not, by HR Security or the Sheriff’s Dept. Heritage needs to remove the white trash people that hang out and party through the week
31-The improvement in the security services in the last 3 years is to be commended. The new gate entry is a plus for Heritage Ranch.
32-I travel through the gate @ all hours, day and night (public utility). We seem to be over staffed, are we sending everyone’s child to college? I don’t understand two employees at the computer at 0100 / one in the morning. Did we get cameras and an arm just to put on more gate staff? Cut the fat at the gate….Hire another guard sorry security officer. Staff monitoring the gate should look up – not done all the time. I thought my neighbors were just whining about the point until I started walking with friends, so I visited the point and found the reason we have to dodge vehicle traffic at 7:00pm. These are the same Homeowners every night. Pull your head out of the sand.
34-All Golf carts and any vehicle using Heritage Ranch roads should be registered and be numbered. All off road vehicles should have legal tail lights.
36-We’ve had several occasions where security has come to our house and have been helpful & professional.
37-CCR’s not being enforced on a consistent basis

39-An age old problem of weekenders not caring what their place looks like thus devaluating full time residents property and some full timers who don’t care what their yards look like.

41-We need to go back to old security ways. We have lived here 24 years and traffic control is a big problem. I have been passed over double yellow line at school area, rear ended at stop sign past gate twice.
42-It is curious to me, but if the youth involved in vandalism etc are known, why can’t something be done? Parent’s fined? Privileges of the offenders and/or their parents suspended?
43-If we didn’t have security it would be chaos – we need more (2 security personnel on duty during peak hours) as we have become a small city with a very large area to patrol.

51-I am very disappointed by the board’s refusal to enforce CCR’s by reducing or voiding citations issued. Delivery trucks being allowed through member lane. Nov. 22, 2007 @ 10:05pm gate staff allowed individual to enter without card for entry through member lane. This is not acceptable.
54-What benefit are we getting from Butch Cantalupo? Where are the reports he promised us?
56-Lets be more transparent. It appears that management is playing favorites and sticking it to anyone who offends them. The personal and private boat docks are not approved HROA amenity unless you’re a good old boy.
57-There should be a street light at the entrance of Gateway Drive and Nacimiento Lake Road. The entrance is hard to see in the dark, especially when the roads are wet.
58-The drinking at the marina should not be tolerated. Too much party time in the evenings. Someone is going to get hurt
60-Gatehouse personnel should be outside at arm box during peak hours looking at each sticker rather than sitting on their stool waving every car through. I know a person with a 5 year old sticker (never been stopped)
61-Would like to see more of an upscale community. Some of the greenbelt areas need cleaning up!
62-I just moved into HR in March 2007. I have had four citations. Two were thrown out. I am a law abiding citizen, served in the service, don’t cheat on my taxes, but I was ready to move by Sept. 2007. I feel like I live in a police state. Note: I have only had one ticket within the last 63 years.
66-I feel we need the security and arm. Over the years there have been more drugs and visitors who make trouble for this area. We have small children and we want them to live in a safe environment.
67-As a whole, the work of HROA and Security provide for a very peaceful and enjoyable place to live. Most definitely one of the reasons we moved here. We and other residents have wondered, would it be helpful to you or even possible to have a sheriff’s officer on duty on the ranch full time?
68-The main detractor at HR is the daily congregation of owners at the point. Now there seems to be 2 different groups. The original and now a younger, louder and more rowdy group. It is annoying to think we live in a place where even though it is a gated community, we must accept this type of activity as acceptable. It is NOT!!! This activity is usually resulting from underage drinking.
70-Overall, security is doing a great job, however their presence needs to be increased (Need 2 full time staff members on duty 24 hours a day).
73-Security is doing a great job. The board of directors should back them by upholding the citations.
74-The front gate staff changes so much that there is no consistency. One of our ex’s has been let in at least four times in two months without being stopped.
75-I believe security is doing a good job with the resources they have. More staff (money) would help with patrols outside the ranch (1910 & 1990) - dog patrol at 1910
77-We need an area for young kids/teenagers – skateboard park/motor track to keep them in a certain area that is for them. Tell me the last time you saw any one playing baseball? It’s all about extreme sports. Just a thought.
78-As more motorcycles are using our roads (as well as other noise making vehicles) we may need to address the level of how much is allowable at what time of day or night.
80-No need to have separate code enforcement. Security patrol should be able to handle it.
81-Overall I think security is doing a fine job. I would like to see them more on patrol instead of at the front gate so much. My only real suggestion.
83-I don’t mind that people gather and party at the ramp but they are loud with very bad language. They don’t seem to care that families with young children are around. This is very rude and disrespectful and quite frankly embarrassing when we have guests. They don’t seem friendly and I’m intimidated to ask them to please watch the language. Don’t know how to mitigate this one but I may try to introduce myself. A little security check periodically on these folks would be helpful.
84-The most dangerous things we see in tract 447 are unsupervised kids driving golf carts and small motor bikes, scooters at high speed. Also why illegal dumping at dumpster. Can’t we install a camera?
85-Linda Richey opening a registered letter from me to the board president, John Allen. (Ask John) I have a restraining order against my neighbor Harold Foster issued by a judge in SLO that keeps him from harassing my family. To get around this order he calls his friends at Security to monitor our every move (dogs, ATV’s, etc.). This is an effort to get around the restraining order. The Ranch Security is aiding and abetting in him breaking the law. This has to stop or I will go the the D.A.
86-Would like to see similar survey for maintenance.
87-November 25, 2007, Sunday, 7:20pm little XX XXX Security that time and place. I can’t stand anybody with power that lets their head swell and causes problems for people that haven’t done anything wrong.
88-There are a lot of boat trailers parked at dirt lot, most have been there for years. Why are you permitting them to park there? Run the plates and see who’s they are. They too should be cited. If in fact they are renting slips on the dock, I’m sure that does not entitle them to just park the trailers on the dirt lots??? Cite them !? and have them towed.
89-Some CCR’s are minor – First time offense should be a warning or lesser fee. Then 2nd time more dollars
93-We do not believe we need year round consultant on contract. Call him in on hourly fee as needed. Utilize Officer Frank for some of “consultant”duties. Please post contract $$$ amount we are paying Butch. Frank can train new employees, etc.
P.S . Many members share our opinion about not needing security consultant year round, but will not fill form out and send in for fear of reprisal. Take that into consideration. On peak holidays and 3 busy summer months, as needed, is all we need Butch for (if that). We need a presence like Frank or Ron. Suggest Frank and others start assuming lots of duties listed as Butch’s job description & if not, why not?
94-We have been here 29 years this month and enjoyed 26 of those years. These past 3-4 years people have moved here who have minimal to no regard for others on our street and at the point where we try to have picnics with grandchildren. Loud conversations with frequent vulgarities and drinking and rude comments as we drive down the street. Things have changed for the worse! The new gate house is so attractive and the security folks seem friendly. We know it is a hard job and it is near impossible to please everybody!! Thanks for even asking our opinions with this form.
95-The security staff should be more personable, they act as if everyone is a horrible person.
98- We need an animal care person back on the ranch to help with animal issues.
101- We need more boat slips!
102-As a committee member of the Equestrian Center had to call security several times. Security staff’s demeanor, attention to details and follow through was very good.
103-The loitering boys every afternoon. Hanging around Equestrian park, trail in back of storage yard, etc. with nothing to do. Give them something to do (rake leaves, clean up trash).
106-Overall pleased with security. However, need better understanding of the rules. Would agree with additional security.
108-In 693, no boats parked on street, use driveways.
110-P/T residents need a better way of moving receptacles to and from the curb. Currently we are cited if not moved on time. Sometimes we are unaware that they are left out. When trying to discuss it with security, we are treated as if we are criminals.
111- I think the team does a good job.
112-The real problems at the ranch are the law breakers. This board has decided that petty CCR violations are more important than figuring out how to deal with the real problems. Get rid of the abundant of ridiculous code enforcers……pay for a real sheriff on site at all times who can actually do something about the derelicts who reside or party at the ranch. Stop funding the ranch by citing the good people at the ranch for minor, immaterial violations…the increase in citation revenue was beyond comprehension. I seriously doubt my comments will be reviewed and contemplated by the Board but if they are…thank you for your consideration of the above.
113-Since the approval of off road vehicles other than golf carts, abuse of greenbelt areas has increased. Especially with young underage riders and too much DUI on this ranch!
114-This statement is not about security. We would like to see more attention paid to upkeep of the properties. Homes kept up, areas clean, trees trimmed and yards maintained.
118-It should be easier to stop barking dogs.
119-Security shouldn’t have an attitude all the time. 80% of security think there God. If they wouldn’t come at you with an attitude they wouldn’t get one back and I think it’s out of line for Place to make kids call him officer when he is not one. That’s the kind of attitude that’s not tolerable.
120-Could something be done about boom boxes – Perhaps they could be told to turn them way down when entering the ranch.
121-HOA needs to post parking restrictions for residents and non-residents more clearly and provide maps to visitors where they can park.

125-Gate arm should be down to keep unwanted people out – 6pm and on
126-Heritage Ranch should not allow renters and in no way should a Section 8 houses (coach), such is the case with 3144 Gray Fox Lane. A run down coach lowering the value or the neighborhood and a low class of people living there. Point people should not be allowed to hang out at the point. One of your board members hangs out there sending the message that the drinking and obnoxious behavior is OK. Wrong. The descent people of the ranch are intimidated from going down there. Please be more aggressive.
129-I think the adults of these kids vandalizing needs to be held more accountable. No more 500 word essays. Get community service done, picking up trash, roadsides. I would like to see more security hired as we are growing too big. Too much area to cover. Definitely keep Mr. Butch Cantalupo on as our security consultant. Mr. Cantalupo is a very huge asset to our community
140-I didn’t appreciate a ticket down at the marina for impeding traffic. There was only my car and one other (winter). One of my neighbors had the motor home out six inches. They were measuring it with a tape. Why don’t you get the people breaking into my home, stealing my boat hitch, stealing my anchor, took my check book, robbed me of $$$, jewelry, coin collection. Where are priorities?
141-I have been at the ranch for over 30 years, the current regulations (Not CCR’s) and enforcement is Gastapo tactics to enforce a few people’s agenda, it is no wonder the dues reflect such high legal bills, and it is lucky that all the members don’t hire attorneys to remove highly questionable actions.
142-Regarding Traffic – there doesn’t seem to be any enforcement of speed limit on the road from the Senior Center to the marina!? There’s a lot of reckless driving in the marina area as well.
144-I feel it is imperative that the gatehouse keep the member lane moving at all times, we should never have to wait to enter our ranch
150-The first phase of us all getting along, is for the GM to start listening. She protects the employees of the ranch almost to a fault. There are times that people have valid complaints. Security start practicing community oriented policing. If you need assistance, I’d be glad to help.
152-Use volunteers/parents at bus stop – not paid security. Hire more security in order to have 2 officers patrolling the ranch at all times (all three shifts). We do not need Security Consultant – spend money on more security personnel.
153-With the huge budget we have for security, it should be run better, I don’t think a full time consultant is needed. That money should be used in other places. I feel there’s not that much needed anymore as the job of setting up security to run right is finished.
157-Use volunteers/parents as crossing guards and not paid security. Hire more security so the ranch has two officers patrolling the ranch at all times, all three shifts. Do not renew the Security Consultant contract, with the money you save you can hire more security for the ranch
158-Shouldn’t there be rules about how high your trees are that are planted by the homeowners? Homeowner’s trees should be trimmed and cut or possible damage to neighbors home or fires!
160-The people driving and parking out on the point are out of control a lot. It’s dangerous to be walking anywhere in that area. Patrol people were not there last summer and some of us were almost run over just walking to the bathrooms. It’s too damn dangerous!
161-There is a lack of information to the homeowners about water levels and construction plans for Nacimiento Reservoir. E-Vents doesn’t have complete info either
162-Rules need to be enforced sufficiently to obtain compliance; otherwise they are useless as is paying for security. Fines and citations are appropriately used to obtain compliance only if they are useful in deterring inappropriate conduct.
163-There sure are a lot of drama queens here at the ranch, especially that Lori Swanson chick.
164-A few of the security people need people skills training as they are here to protect and serve, not harass the property owners.
165-If security can’t or has been directed not to handle a case on their own – why should they not call sheriff for backup? Does Stokes owned the land outside loop road gate that carries Hayden’s Real Estate sign?
167-Wish we could have the old security that had some authority and control.
168-We strongly feel that the so called flashing yellow light is not visible enough and that motorists are being unfairly charged for no compliance with speed limit law.
169-I am glad the Pavilion has been watched closely and cleared of teenagers to keep the damage down in that area. I wish they could congregate in some area without wrecking everything.
170-Security has always been friendly and nice to have around. Please don’t have them start looking for reasons to give tickets to homeowners for minor CCR’s regulations infractions (there are so many rules and regulations, I sometimes feel that, try as I might not to, I’m likely to break one of them eventually).
174-There needs to be stricter consequences for the kids & parents when the kids are breaking rules or the law. That is the only way it will have an impact and change behavior.
175-Consideration should be given to “in water” security of HR’s shoreline – it is too easy to penetrate security from the lake.
177-The board needs to stop micro managing security. The board needs to stop excusing valid citations. The board needs to show more support for security.
178-I have lived here for over twenty years. I believe the current Security System is way overpaid and overrated. I believe the Gate House staff does a great job. The Ranch Manager is really beating the drum for the Security Consultant and all the duties that we contract with him to do, my question is at what cost? I do not understand why Julie, Frank or Linda Richey cannot do these tasks? This budget is way out of line and I see no reason to hire a consultant for duties Ranch employees are capable of doing. These monies could be spent much more productively on the Maintenance of the ranch. In the last election and others before, I voted for people who I thought would get the Security Department budget under control. I hope this board can finally do this. We should have had a membership survey before this new Code/Enforcement/Security program was implemented. I hope the Board has gotten an excellent survey return. If not this should be done again, without requesting homeowners names.
183-Overall, very happy with security and enforcement except one security officer with an overzealous attitude.
185-I had a home robbery last Dec. 24th, I was uneasy that it occurred but very grateful for the fast response of HR Security.
187-Golf carts are a big problem. Streets not wide enough for them.
189-I think the security does as well as they can. People don’t take them seriously when I see them ignoring foul language at the point. Public place.
191-I would like to see the Board enforce all the rules and citations.
193-More projects or activities for teens. There has not been 1 kid or adult using multipurpose field / dogs go in and stand by their owners. They could do that a present dog park. Convert multipurpose to be a soccer field for kids.
194-I believe the quality of the neighborhood demands county sheriff presence. Security tries, but they have no authority and are ignored. As a homeowner who pays dues, keeps my place up, etc. I truly resent the fact that people can come into our neighborhoods as “Guests” and destroy quality of life, property, etc. Heritage Ranch has a reputation for unbridled partying and that must change. I, for one, will sell if I have to continue to put up with drunks (mostly juveniles) who have no respect for private property or homeowner rights.
195-Please do not give a citation without talking with the homeowner/renter first. It’s very frustrating to get a notice in the mail that’s a total surprise.
196-I would not send my children to the lake or bus stop unattended. (No matter what age) For fear of bullying or encounter with gross vulgarity, drinking, or drugs. Unlocked bathrooms are being used by youth for inappropriate behavior. Traffic seems well controlled and we appreciate that.
197-The overflow parking near ramp (dirt lots), need to be cleared out. They are intended for overflow parking NOT long term storage. It looks terrible! We all need this parking space on big weekends.
201-1) Consistent adherence to the rules will make for a better environment on the ranch. 2) Hire a P/T community activity director and start having teen night/pre teen activities. We are now too big to not have an activity director.
202-It would be nice if all members were treated equally in my opinion. If even one ticket is handed out to one member then all members should receive that same ticket for the same violation.
203-Some property owners are parking in the cul-de-sac resulting in obstruction of emergency and service vehicles. By this, I don’t mean minor encroachment into the cul-de-sac, I mean flagrant encroachment. (Parking in the cul-de-sac that at times extends 30 feet into the street) I have never complained of this condition before. Please enforce trash can removal from the street in accordance with existing rules.
Signature requirement creates intimidation and people either won’t complete the questionnaire or won’t be completely truthful. This is not an election
206-Only owners and guests should be allowed in to go to the store! NO OUTSIDERS!
208-1) Security should talk to people before surprising them with citations/warnings in the mail. 2) A few homeowners need to show more courtesy and respect to their neighbors and not bully their neighbors. i.e. self appointed Nazi's from L.A.
211- 1) If security continues to refuse to cite these infractions on their own, but only respond to complaints , then they need to have rules about being very discreet and confidential so that neighbors can remain friendly. Of course, the better option would be for security to cite these infractions on their own. 2) On July 3rd last year we had a very real and dangerous fire threat from neighbors setting off fireworks right next to the big grassy hill on the end of Sunfish. When I called to request security, I was told that three other calls had already come in to report and that security was "on their way ". Approximately an hour later, with fireworks still in progress, I spot security driving around on the opposite end of the tract. I flagged him down and he admits that he doesn't know were Sunfish is. This should be part of their training for timely response. We only have 5 streets in this tract. Also, when I called security to complain about the response time for such an important issue, I was told that only one security guard was on duty for all tracts. For major holidays like this, Security should be better staffed. 3) One Saturday I watched 5 vehicles go down the trail that is supposed to be for hikers only. Basically, most of those vehicles could only come out the way they went in, and since my front window has a direct view, I can say with certainty that most do come out the same way. I called security, and they never showed up. 4) Rules need to be reinforced uniformly to all! On a positive note, they did show immediately when we reported a new house being built was being vandalized. They are also always courteous and friendly - unfortunately we feel, not very effective.
212-1) Would like to see the flag pole back at the gate. 2)Some way to have ex-renters and sellers turn in car tags so they can't come back in. 3) enforce current vehicle tags
213-Don't agree with not being able to park on a lot (your own) that has not been developed yet. Don't agree with not being able to plug in a motor home for an occasional guest when they are traveling and visiting.
214-Is there a "noise" ordinance? Sometimes there are off road vehicles or those "buzzy" scooters up and down the street, no helmets, they aren't always visible from a car.
215-I would like to see the RV sections patrolled more heavily, given the fact that most of us are "weekenders" and not around much. Would also like to see some parking space improvements/additions.
216-Lets clean up the area and enforce the rules. Higher fines for those that do not comply with the rules.
217-While I have the opportunity, I would like to say that I appreciate the friendly and professional demeanor displayed by Jean in particular at the gatehouse. There are security staff members who are friendly, can manage a neighborly nod, wave or smile as they pass you in their security truck while patrolling the area and keeping Heritage "secure". However, there is a sour element to some of the security staff in their attitude way they conduct their job that displays a lack of respect to the law abiding home owners who live here and do their part to live in a peaceful and pleasant atmosphere. Law enforcement should be saved for crime and violations that effect and disrupt the standard of living of the residents and visitors. Reasonable patrolling of CC&R's should be kept to just that, reasonable patrolling.
I believe that projecting an estimated income for AECC violations and code enforcement violations in the annual budget report is the start of the problems. By starting the year with an estimated amount of revenue based on citations issued is setting a goal. To achieve this goal citations must be issued, this puts a demand on Code Enforcement/Security to find violations to meet the quota. This in turn causes what I would consider harassment of the citizens by Code Enforcement/Security.

147-Oh trust me, they are going out of their way to cite!
192-Underage drinking. Off road vehicles still being driven on the greenbelt. Vandalism requires more cameras.

186-In addition to unprofessional attitude, security personnel exhibit unethical behavior which I’m afraid will lead to a lawsuit. They are also used as an extension of ranch management and certain individuals to carry out personal vendettas and engage in harassment of good HROA members.
192-I think we may need to rethink Butch Cantalupo's position and spend the money on more security and CPR training or hire an outside security force.
210-I didn't move here for security, but didn't realize the amount of drugs that were here! Please do not decrease security. We need to get rid of the drugs. I have heard the board members support drugs and that is why they want to be involved or take over security.
