QUESTIONS FROM THE ADVISORY COMMITTEE

1 - (From a Homeowner)
Tract 1990 has a number of derelict homes under construction and a number of lots for sale in which the weeds have grown to several feet.  This creates a significant fire hazard to the owners of the occupied home there. Isn't there anything the association can do to force the owners to clean up the mess, or have the work done and lien the property?  I know that if I let my property get in this condition, the association would certainly take action against me, shy are we letting this situation continue to exist?

Need to further research this problem, but I believe that the ranch is currently tackling the problem by notifying the property owners with time constraints to correct the situation.  I agree that a fire hazard exists and your suggestion of cleaning up the mess and placing a lien on the property is a very sound and reasonable idea that needs exploring.

2 - Why do you want to be a Board Member?

Heritage Ranch is my home, having lived here since the early eighties; I love this area and want to help improve quality of life on the ranch.  I would like to foster connectivity and solidarity between our membership and the association and would be open to any ideas or suggestions to accomplish that goal.

3 - If elected to the Board, what is your number one goal?  What would you like to see the Board as whole accomplish and what steps would you take to accomplish this?

It is hard to pick just one but if I had pick, first I would pick responsible leadership and placing our membership first with the outlook that the association is their employee.  Expanding on more of my goals, I would like to encourage more volunteering from our residents that would help save the association money.  We have a wealth of residents who possess the knowledge, talent and experience to make this possible.  Take surveys to find out what ideas, topics or projects are of importance to our residents and what their input or solutions are.  Ensure that warnings and notifications are given before citations are issued.  I would love to see a column in our newsletter entirely written by a committee of volunteer  youths expressing their opinions and ideas of lake living.

4 - Is there one item, action, or problem on Heritage Ranch that you are aware of that should be given priority attention to the Board?

Road maintenance, I want to see more crack sealing done each year.

5 - Would you support an on-going code of ethics training class for Board Members?

Yes definitely! As a realtor I am held to a code of ethics to the State of California and it is equally important that Board Members be educated to perform their duties effectively.

6 - What special skills, training, and/or attribute do you feel you are bringing to the Board?

I bring my extended background in construction, landscape maintenance, people management from my years working in manufacturing firms.  Many years experience in running and owning my own businesses.  Plus my desire to make Heritage Ranch a clean, nice and safe place to live and a fun place to visit.

7 - How much time are you prepared to devote to the position?  The committee wants to know how much actual time each candidate is prepared to provide (one hour a week, four hours a week, etc.)

During my previous terms, I devoted on average around 40 hours per week.  I plan to spend as much time as needed to perform my duties.

8 - Have you served on any previous homeowners association Boards (either here or other locations)?  If you have, please provide a brief rundown of your experience (assigned responsibilities, items that your originated and were passed, offices you have held, etc.)

Yes, if anyone recalls, I have served previously as Treasurer and Board President.  I was instrumental in helping facilitate the following: putting in the new swimming pool, vinyl siding for the barn, the dog park by the main pool. refurbishing the outdoor pavilion, the memorial park, maintaining the tennis and basketball courts, the guard house, planning the marina parking facilities and implementing department staff meetings.

9 - Do you feel, since this is an unpaid position, that it is fair and rightful to accept, demand, or receive special privileges for yourself, your family or neighbors/friends?

Never!  One leads by example and we are all to be treated on equal terms and held accountable for our own actions.

Gilbert Hayden

Candidate Statement

My name is Gilbert Hayden and I am running for the HROA Board of Directors.  I have served on the Board of Directors in the recent past and my goal for running this election is to better serve the interests of our community.

If elected, I do not plan to upset the way the ranch is being run but to find better ways to improve upon its operation.  I have no intention of going in to place fault, blame or to make vague promises.  My goal is to work to the extent of my abilities to foster a community which is respectful, safe, and fair for all.

I feel that our community is suffering from an ever expanding divide between the association and its membership.  Our Home Owner’s Association was never intended to take on the role of big government issuing large fines and penalties against its citizenship without warnings or notifications.

If voted in, I plan in promoting community harmony and responsible leadership.
