1 - (From a Homeowner)
Tract 1990 has a number of derelict homes under construction and a number of lots for sale in which the weeds have grown to several feet.  This creates a significant fire hazard to the owners of the occupied home there. Isn't there anything the association can do to force the owners to clean up the mess, or have the work done and lien the property?  I know that if I let my property get in this condition, the association would certainly take action against me, shy are we letting this situation continue to exist?

It is my understanding any property owner that is in violation of unkempt property should be issued warnings and if they do not comply they should be issued citations. To my knowledge HROA does not have a legal right to enter onto private property not owned by HROA.

2 - Why do you want to be a Board Member?

My main reasons for wanting to serve HROA as a Board Member has been and will remain to be that we stay financially stable and that we continue to maintain our amenities and assist in providing a pleasant and safe environment for our community.

3 - If elected to the Board, what is your number one goal?  What would you like to see the Board as whole accomplish and what steps would you take to accomplish this?

My number one goal would be to have a Board that puts the membership first and does not bring "personal baggage" (that is not related to serving the membership as a whole) to the HROA Board.  All Board members need to understand the pitfalls and disruptions that personal agendas cause at Board and at Management level and Directors need to represent the interests of all members the same.

We have established an orientation session with the Association's attorney to advise new Director's of their fiduciary duties.  All Directors' are given what we call the "Blue Book" which is the California laws that homeowners associations are obligated to work under.  We need to continue to encourage each Director to "self-train" at a personal level to become familiar with or CC&R's, By-Laws and Rules and apply them across the board equally.

4 - Is there one item, action, or problem on Heritage Ranch that you are aware of that should be given priority attention to the Board?

I would like to see some individual properties better maintained and would like to look into new and better ways for our homeowners to have more "Pride in their Property."  There are many properties that are not maintained and they negatively affect neighborhood property values in an already depressed economy.  I would like to brain storm some new ideas that will be more effective in correcting property violations.

5 - Would you support an on-going code of ethics training class for Board Members?

Yes

6 - What special skills, training, and/or attribute do you feel you are bringing to the Board?

Eight years of experience as the Treasurer of HROA.  Twenty-five years of managing a private business and my experience as an HROA Board Member.

7 - How much time are you prepared to devote to the position?  The committee wants to know how much actual time each candidate is prepared to provide (one hour a week, four hours a week, etc.)

Whatever time is required of me, I will always try to make myself available.

8 - Have you served on any previous homeowners association Boards (either here or other locations)?  If you have, please provide a brief rundown of your experience (assigned responsibilities, items that your originated and were passed, offices you have held, etc.)

9 - Do you feel, since this is an unpaid position, that it is fair and rightful to accept, demand, or receive special privileges for yourself, your family or neighbors/friends?

Denise Roach

Candidate Statement

My name is Denise Roach.

I currently serve as Vice President and Treasurer of HROA.

It is my job as a Director to represent you as a property owner and make sure Heritage Ranch continues to remain financially sound, now and in the future.  We all have large investments here and, with your support, I intend to demonstrate my dedication to serving our community by performing the business of HROA on your behalf.

I have been privileged to have been selected by eight (8) different HROA Boards, consisting of twelve (12) different and diverse individual Directors to serve in the office of Treasurer since 2002.

My main concern as a Director will continue to be related to our maintenance and financial obligations.  We have been very fortunate through careful planning to have weathered the economic crisis that we all have been experiencing, while continuing to see many positive improvements in our community.

Currently our Reserve Fund balance is the highest it has ever been at 1.5 million.  The HROA Board just approved a major road work project scheduled for this July.  We also recently completed noticeable improvements to the Recreation Barn, Campground Restrooms and our HROA Office.

There is always room for change and new ideas to better our community. I am willing to accept constructive criticism from the membership and attempt to strive to resolve any issues promptly and tactfully to everyone’s satisfaction. As a Director I will continue to promote property owners to remain active in our business affairs and volunteer their time by serving on one or our committees.

I will continue to take my fiduciary responsibilities seriously and also remind my fellow Board Members to hold the preferences and interests of our community above our own.

I want to thank you for having put your trust and confidence in me by voting for me to serve as a HROA Director in three (3) past elections.
